O presente trabalho visa compreender a disseminação da violência na região Norte do Brasil, fruto do conflito entre a organização criminosa Família do Norte e seu aliado, o Comando Vermelho (CV), contra o Primeiro Comando da Capital (PCC). A luta se insere na busca do domínio de uma rota internacional de drogas, a Rota do Solimões. O período de análise do conflito se deu entre outubro de 2016 e maio de 2019, início e a ápice desse conflito. A metodologia se baseou na análise qualitativa de um estudo de caso único referenciado pelo conceito de Atores Não-Estatais Violentos. Buscou-se aqui entender como a luta entre organizações criminosas impacta na paz no Norte do país e, para tal análise, baseou-se em entrevistas e fontes de mídia nacionais e internacionais, selecionadas segundo a técnica metodológica apropriada para este fim. Como conclusão, nota-se que a região sofreu com a ruptura do CV e do PCC, o que proporcionou um aumento na violência no Norte pela disputa da rota de tráfico. As diversas instâncias que representam o Estado se mostraram ineficazes em reverter o quadro de violência, além de serem inefetivas no esforço de desmantelar o crime organizado do país.
Este artigo tem por objetivo descrever a evolução histórica e institucional de duas das principais organizações criminosas brasileiras, o Primeiro Comando da Capital e a Família do Norte. A metodologia se baseia em uma análise qualitativa, por meio da revisão bibliográfica de literatura, além de se fundamentar em entrevistas feitas pelos autores no decorrer de dois anos de investigação científica. Os resultados indicam que as organizações criminosas brasileiras aqui estudadas se desenvolveram em meio ao vácuo da atuação estatal, possibilitando seu crescimento e a ameaça à paz não só da região, mas de toda a América Latina.
This paper aims to understand how the Union of South American Nations (UNASUR) has worked (or not) to promote policies to make progress in the fight against crime, criminal justice and citizen security in the period between 2012 and 2017. Although South America is regarded as a peaceful region by some researchers when it comes to interstate conflict, when looking at intrastate violence the region may be viewed as one of the most violent in the world. In this context, it is crucial to understand the role of regional organizations. Our work was grounded on the documental analysis of 34 minutes and official documents of the South American Council on Public Security, Justice and Coordination of Actions against Transnational Organized Crime (CSSCJDOT) of UNASUR. The results demonstrate that the CSSCJDOT was an innovation in bringing the debate of crime and violence to a regional organization, but its initial promises have not been fulfilled because of political changes in key member states, the excess of normativism in UNASUR and because of the crisis the organization currently undergoes.
Um dos maiores problemas para a América do Sul nas últimas décadas tem sido a expansão alarmante dos índices de violência em todos os países de região, onde a atuação do crime organizado, em um contexto de precária presença estatal, tem sido um dos grandes responsáveis. Esse contexto de pouca presença do Estado também é determinante para a baixa eficiência da justiça na região e como reflexo disso tudo, da baixa segurança para os cidadãos, além de facilitar a atuação de organizações criminosas nas fronteiras, traficando drogas, armas, pessoas, órgãos e etc. Vendo esse contexto, surge o Conselho em Segurança Cidadã, Justiça e Coordenação de Ações contra a Delinquência Organizada Transnacional (CSSCJDOT) da União de Nações Sul-Americanas (UNASUL), que procura trazer cooperação e eficiência para esses temas. Sendo assim, o objetivo desse artigo é buscar entender qual o impacto da institucionalização do CSSCJDOT na promoção da paz regional, por meio da construção de uma agenda sul-americana para os seus três temas-chave. Será utilizado o método qualitativo, por meio de análise da produção documental das atas de reunião do Conselho e literatura crítica sobre o problema. Como conclusão, observou-se que mesmo com a criação de uma agenda em conformidade com os preceitos da UNASUL, o conselho passa por dificuldades, como a conciliação da soberania com o projeto supranacional, da fuga da esfera de influência estadunidense na definição de políticas regionais e a concepção de mecanismos eficientes para a promoção do compartilhamento de informação eficiente.
