Este artigo tem como objetivo discutir a prevenção de desastres a partir das experiências de adolescentes que vivem em áreas de risco socioambiental na região Norte da capital paulista. Para tanto, iremos, primeiramente, abordar as atuais políticas, diretrizes e conceitos que orientam as ações da Defesa Civil no Brasil, em especial, àquelas orientadas para a prevenção de desastres; e, em segundo lugar, traremos como exemplo uma pesquisa realizada, entre os anos de 2011 e 2013, com grupos de adolescentes moradores dessa região. Esta pesquisa teve como referencial teórico-metodológico a psicologia discursiva e fez uso de múltiplas ferramentas de produção e análise de informações, com destaque para as oficinas de risco. Os resultados sugerem que o compartilhamento de conhecimentos e experiências são recursos fundamentais para a participação dos adolescentes moradores de áreas de risco em ações locais com ênfase na prevenção de desastres.
O objetivo do presente artigo é descrever e analisar as ações culturais desenvolvidas por jovens de 18 a 29 anos que residem em M'Boi Mirim. Essa região integra uma subprefeitura da zona sul do município de São Paulo que possui aproximadamente 600 mil habitantes e diferentes tipos de vulnerabilidades materiais, sociais e institucionais. De modo a alcançar nosso objetivo, participamos de ações culturais na região, observamos e registramos os modos de organização desses jovens, entrevistamos e conversamos com pessoas ligadas aos eventos realizados em equipamentos formais ou informais. Como resultado, encontramos produções culturais que denunciam, refletem, contestam e respondem aos desafios das realidades locais. Concluímos que essas ações evidenciam o potencial da cultura como eixo estratégico para o enfrentamento das vulnerabilidades locais em virtude de mobilizar, articular e empoderar jovens e promover o fortalecimento de vínculos entre as ações culturais e as políticas públicas.
In this study, we analyzed versions of vulnerability in Brazilian scientific articles on environmental disasters. To achieve this goal, we carried out a literature review in a database specialized on disaster and health issues and a reticulated bibliographical review in the retrieved articles. We described the article's content, identified linguistic repertoires of vulnerability and analyzed the versions of vulnerability each group of repertoires performed. Our results show that the majority of authors do not define conceptually what vulnerability is, but they associate areas of knowledge qualified to speak on the subject, label people as vulnerable and rank vulnerabilities through the use of instruments of measurement and quantification. We conclude that it is necessary to discuss the ways by which scientific literature has performed vulnerability versions based on linguistic repertoires in order to encourage dialogue between fields.
