Este artigo relata a experiência do projeto-piloto em reabilitação profissional para adoecidos de LER/DORT em andamento no Centro de Referência em Saúde do Trabalhador de Piracicaba (Cerest-Piracicaba) desde 2007, a partir da reconstituição do seu modelo assistencial e de vigilância em Saúde do Trabalhador, por meio da caracterização de seus aspectos constitutivos fundamentais e da lógica da intervenção. As várias fases da programação desenvolvidas pela equipe interdisciplinar, os métodos empregados e os fundamentos teóricos que norteiam o equacionamento entre a situação-problema e a consecução dos objetivos pretendidos são descritos. Os resultados quantitativos e qualitativos obtidos até o momento são analisados à luz dos elementos estratégicos facilitadores, bem como das relações de interesse que atuam como impedimentos para a participação no programa e para o retorno ao trabalho dos trabalhadores reabilitados. As lições aprendidas e algumas propostas que poderiam contribuir para a eficiência de uma política pública de reabilitação profissional concluem o presente estudo.

Este artigo apresenta uma investigação sobre assédio moral em trabalhadores acometidos por Lesões por Esforços Repetitivos/ Doença Osteomuscular Relacionada ao Trabalho (LER/DORT) realizada durante perícia judicial de uma ação coletiva de trabalhadores de uma instituição bancária. Apresenta-se o plano de trabalho de uma perícia envolvendo caracterização de assédio moral e violências no trabalho, destacando-se as dificuldades encontradas, principalmente, pelo tempo decorrido entre a abertura do processo e a perícia, pelo medo sentido pelas testemunhas e pessoas potencialmente envolvidas e pela ausência de instrumentos padronizados para caracterização do assédio. A análise pericial identificou ambiente de trabalho propício ao assédio moral devido aos sistemas de gestão e organizacionais adotados e identificou potencialização de sobrecarga mental e psíquica dos trabalhadores com LER/DORT por sujeição a pressões para que desistissem de comprovar a relação da doença com o trabalho. Por seu caráter coletivo, a perícia abriu possibilidades de se analisar e avaliar situações de trabalho que, isoladamente, teriam pesos menores do que vistos sob o olhar sistêmico e organizacional.
The Brazilian electricity sector has recorded high work-related mortality rates that have been associated with outsourcing, used to cut costs. In order to decrease the power outage time for consumers, the industry adopted the automatic circuit recloser as the technical solution. The device has hazardous implications for maintenance workers. The aim of this study was to analyze the origins and consequences of work accidents in power systems with automatic circuit recloser, using the Accident Analysis and Prevention (AAP) model. The AAP model was used to investigate two work accidents, aimed to explore the events' organizational origins. Case 1 - when changing a deenergized secondary line, a worker received a shock from the energized primary cable (13.8kV). The system reclosed three times, causing severe injury to the worker (amputation of a lower limb). Case 2 - a fatal work accident occurred during installation of a new crosshead on a partially insulated energized line. The tip of a metal cross arm section strap touched the energized secondary line and electrocuted the maintenance operator. The circuit breaker component of the automatic circuit recloser failed. The analyses revealed how business management logic can participate in the root causes of work accidents through failures in maintenance management, outsourced workforce management, and especially safety management in systems with reclosers. Decisions to adopt automation to guarantee power distribution should not overlook the risks to workers in overhead power lines or fail to acknowledge the importance of ensuring safe conditions.
ResumoPartindo de exploração das diferentes concepções acerca dos acidentes do trabalho e pretendendo discutir suas implicações sobre a prevenção, este artigo apresenta o caso de investigação de acidente de trabalho (AT) realizado pelo Sistema de Vigilância de Acidentes do Trabalho (SIVAT) do Centro de Referência em Saúde do Trabalhador (CEREST) de Piracicaba, que utiliza a notificação a partir de todos os pronto-socorros e hospitais do município. A metodologia de investigação do AT utilizada pelo CEREST inclui entrevistas, análise de documentos, fotografias, observação e estudo da situação do trabalho. Por outro lado, a empresa, com auxílio de laudo do Instituto de Criminalística (IC), usando uma abordagem tradicional do ato inseguro, apresenta explicações simplistas das causas dos acidentes de trabalho, o que resulta na atribuição de culpa às vítimas desses eventos, deixando de identificar os aspectos da organização do trabalho, a concepção dos equipamentos; fatores que, explorados, apontariam caminhos para a melhoria da segurança e da confiabilidade dos sistemas. Concluiu-se pela necessidade de mudanças culturais na área de segurança com investimentos permanentes na capacitação e na difusão dos novos conceitos sobre acidentes junto aos atores sociais, aos profissionais e ao poder judiciário.Palavras-chaves: acidente do trabalho, conceitos, investigação de causas, vigilância.
