This work aimed to understand how Brazilian municipalities have been disclosing information on the novel Coronavirus pandemic. Starting from a representative sample of urban and rural municipalities according to Brazilian Institute of Geography and Statistics (IBGE) typology, it analyzes active and passive transparency aspects based on the search for information on institutional websites and responses to requests for access to information. Next, it presents descriptive statistics for the collected data, identifying the transparency profile of data related to the virus in the municipalities. It was possible to observe problems related to the quality of the information provided and a very low rate of responses to the information access requests. With regard to data on expenses and revenues to fight Coronavirus, most municipalities make this information available due to the approval of the Law 13,979/2020, exemplifying the importance of legislation to guide the municipalities and of legal factors on the transparency levels observed in the analyzed case. Also, it finds that the studied municipalities show a high rate of use of social networks to disseminate information related to COVID-19.
O artigo tem por objetivo identificar os efeitos da judicialização no ciclo da política de educação infantil e, para atingi-lo, classificou os efeitos diretos e indiretos das demandas extrajudiciais e judiciais coletivas (termos de ajustamento de conduta e ação civil pública, respectivamente) na política de educação infantil de quatro municípios paulistas: São Paulo, Mauá, Caieiras e Paulínia. Foi possível identificar que os efeitos da judicialização se diferem de acordo com o contexto local, mas quando analisados de forma integrada oferecem um framework de análise para outros casos municipais. Os efeitos diretos identificados foram: expansão da oferta de vagas em creches; mudanças nos programas de governo; e dotação orçamentária para a educação. Já os efeitos indiretos incluíram: mudança na estrutura de oferta de serviços e reorganização da estrutura administrativa; estabelecimento de novos mecanismos de accountability e alterações nas relações interinstitucionais; e criação de nova legislação e programas municipais.
This paper examines the forgotten agenda of the justice system studies in Brazil: the association between federalism and the Public Prosecution Service (MP). The public administration and political science studies still provide a homogeneous overview of MP, neither considering the political and organizational asymmetry between the federal and state institutions, nor the heterogeneities and diversities existing in the Brazilian state structures. While the analyzes of the Executive and Legislative branches included the federative dimension as a key variable, the justice system studies do not consider federalism in their investigations, especially in the MP studies. Beyond pointing this conceptual fragility, the main contribution of this work is the creation of a theoretical framework to be tested in future empirical research about the MP, composed of the following elements: relationship with the local elite, the construction of the corporation's professionality in each local reality and the predominant options for controlling Public Administration and public policies at the subnational level throughout the Federation.
Nesse trabalho foi projetado, construído e testado um protótipo de filtro deionizador para desmineralização de água bruta. O protótipo possui corpo principal de acrílico, com etapas de carvão, areia, pedra e resinas catiônica e aniônica, com uma base de madeira e um recipiente para coleta da água deionizada. Foi realizado o teste com água bruta, tendo esta, uma condutividade de 144,8.10-6 µs/cm antes da filtragem, e posteriormente de 20,15.10-6 µs/cm, mostrando então uma eficiência considerável do sistema. O protótipo apresentou resultados satisfatórios e atendeu ao seu propósito de criação, baseando-se em SANEPAR (2013), onde para soluções com condutividade intermediaria tal como água mineralizada, potável e águas residuais, a faixa é de 10.10-6 µs/cm até 2000.10-6 µs/cm.
Objetivo: Este trabalho teve como objetivo analisar a transparência ativa dos Ministérios Públicos estaduais e Federal, utilizando, para fins de análise, uma amostra dos sites institucionais e portais da transparência. Método: Foi realizada pesquisa qualitativa e construído um instrumento de análise que considerou disposições da Lei de Acesso à Informação (LAI), resoluções e recomendações do Conselho Nacional do Ministério Público (CNMP), aspectos estruturais do Ministério Público e aspectos de qualidade na disponibilização de informações. Resultados: Foi possível observar um alto cumprimento de dispositivos da LAI, relacionados principalmente a questões orçamentárias. No entanto, boa parte das especificações do próprio CNMP, como resoluções emitidas por este órgão, não são totalmente respeitadas pelos Ministérios Públicos e, quando são, não estão disponíveis em dados abertos. Contribuições: A principal contribuição consiste na construção do instrumento de análise que poderá ser utilizado para identificação do nível de transparência do Ministério Público brasileiro. Ademais, o trabalho realiza uma série de constatações acerca de mudanças que podem ser incorporadas pelo CNMP e pelos Ministérios Públicos para melhorar os níveis de transparência.
