In this paper, we present a comparative study of a cost-effective method for the mass fabrication of electrodes to be used in thin-film flexible supercapacitors. This technique is based on the laser-synthesis of graphene-based nanomaterials, specifically, laser-induced graphene and reduced graphene oxide. The synthesis of these materials was performed using two different lasers: a CO2 laser with an infrared wavelength of λ = 10.6 µm and a UV laser (λ = 405 nm). After the optimization of the parameters of both lasers for this purpose, the performance of these materials as bare electrodes for flexible supercapacitors was studied in a comparative way. The experiments showed that the electrodes synthetized with the low-cost UV laser compete well in terms of specific capacitance with those obtained with the CO2 laser, while the best performance is provided by the rGO electrodes fabricated with the CO2 laser. It has also been demonstrated that the degree of reduction achieved with the UV laser for the rGO patterns was not enough to provide a good interaction electrode-electrolyte. Finally, we proved that the specific capacitance achieved with the presented supercapacitors can be improved by modifying the in-planar structure, without compromising their performance, which, together with their compatibility with doping-techniques and surface treatments processes, shows the potential of this technology for the fabrication of future high-performance and inexpensive flexible supercapacitors.
El presente artículo analiza la intensidad de la paradiplomacia del gobierno local y la sociedad civil organizada del departamento archipiélago de San Andrés, Providencia y Santa Catalina en el marco de la política exterior colombiana hacia el Caribe durante el periodo 2012-2018. Esta investigación parte de un análisis descriptivo cuyo método es el estudio de caso y emplea una metodología de carácter cuantitativo en tanto se utilizan la medición numérica y el análisis estadístico e institucional, teniendo como objetivo demostrar que, a pesar de que ninguna de las organizaciones en estudio concibió de manera estratégica su actividad paradiplomática, sí fue identificado un notable número de acciones, escenarios y temáticas de actuación internacional que, en el caso del gobierno local evidenció un nivel de intensidad menor, mientras que la sociedad civil un grado mayor.
El artículo estudia la influencia de los intereses y las motivaciones políticas e internacionales del gobierno local y la sociedad civil del departamento colombiano Archipiélago de San Andrés, Providencia y Santa Catalina, en el ejercicio de la paradiplomacia desarrollada en el escenario transfronterizo con el Gran Caribe después de la crisis sociopolítica ocasionada por el fallo de La Haya en 2012. Se realiza un análisis descriptivo y cualitativo del estudio de caso para concluir que, a pesar de compartir objetivos comunes, tanto el gobierno local como la sociedad civil desarrollan estrategias particulares de inserción internacional determinadas por distintos niveles de conflictividad frente al gobierno nacional. Estas fluctúan de una paradiplomacia tradicional basada en el relacionamiento armónico con el accionar internacional y los intereses del Estado colombiano —en el caso del gobierno local—, a tendencias de carácter protodiplomático guiadas por motivaciones fuertemente identitarias, autonomistas e incluso contestatarias —en el caso de la sociedad civil representada por The Archipelago Movement for Ethnic Native Self Determination (AMEN-SD)—.
