O objetivo deste artigo é analisar a atuação do Tribunal de Contas do Estado do Piauí (TCE-PI) no controle dos recursos públicos destinados ao enfrentamento da COVID-19, enquanto reflexo da mudança institucional ocorrida a partir da reformulação de sua Secretaria de Controle Externo. Partindo do pressuposto de que as mudanças institucionais são resultado de fatores externos e internos, assim como a partir da ação dos agentes, esse trabalho parte da hipótese de que as mudanças institucionais ocorridas na estrutura no TCE-PI permitiram a ampliação do escopo de atuação da Corte e permitiram um incremento no processo de fiscalização das ações de governo e no processo de implementação de políticas públicas. A partir de uma análise documental dos principais processos que levaram à reestruturação do TCE-PI a partir de 2019, e dos relatórios de auditoria sobre ações governamentais no enfretamento à pandemia de Covid-19 no Piauí, as mudanças fundamentais no sentido de permitir maior integração e definição de atividades, tiveram efeitos importantes sobre à atuação do TCE-PI, começando pela fiscalização das ações contra a pandemia.
