Com o objetivo de analisar o paradigma do combate versus convivência com a seca no Semiárido brasileiro, bem como a participação da Articulação Semiárido Brasileiro (ASA) por meio dos programas Um Milhão de Cisternas (P1MC) e Uma Terra e Duas Águas (P1+2) na ressignificação do entendimento acerca da convivência com o ambiente do Semiárido brasileiro. Esse trabalho demonstra que políticas públicas especificas às necessidades do semiárido brasileiro são imprescindíveis para a convivência com a seca e melhoria das condições de vida da população nesta região. Por meio de revisão bibliográfica e análises de documentos oficiais, essa pesquisa apresenta uma linha do tempo com os antecedentes históricos das políticas de combate à seca no Semiárido brasileiro, demonstrando que, desde o período colonial, as políticas públicas do SAB são voltadas ao combate à seca. Em seguida, são apresentadas as políticas públicas para a convivência do Semiárido, bem como os dois programas da ASA PIMC e P1+2 com tecnologias de baixo custo e os impactos positivos na população sertaneja. Conclui-se que políticas públicas que abordam programas como esses alteram não apenas a forma do trabalho camponês e a necessidades básicas das pessoas, mas também, preocupam-se da promoção do direito e desenvolvem a cidadania, inclusive por meio da educação. A implantação dessas tecnologias sociais confere maior percepção local à importância de gerenciar os recursos hídricos disponíveis, de forma cooperada, tecnicamente fundamentada e responsiva.
