<p>La revolución digital trastoca el comportamiento de las empresas, su entorno, los patrones de consumo, al tiempo que modifica la estructura de empleos y salarios en los sectores en los que opera. En sí misma, significa una importante transformación que no puede interrumpirse, por lo que se debe tratar de aprender a manejarla en lugar de negarla o frenarla. Los países latinoamericanos usan las nuevas tecnologías en diversos grados, pero no las producen. Por lo tanto, como resultado, obtienen efectos negativos sobre el empleo, el desempleo, el aumento del empleo informal, mientras que el ingreso laboral es probablemente más alto en los países avanzados y en los países asiáticos emergentes que si la producen.</p>
<p>Partiendo de observar las diferentes definiciones de pobreza para países desarrollados y en desarrollo se realiza un análisis de la pobreza en América Latina, especialmente sobre la pobreza rural en Brasil. Una vez considerada la situación económica en la región durantelas décadas 1980 y 1990 y sus implicaciones en el nivel de pobreza, el objetivo es desarrollar un acercamiento microeconómico de la pobreza sin abandonar la aproximaciónmacroeconómica. Esto conduce a estudiar los diferentes <em>Conditional Cash Transfer Programs</em> instrumentados en Argentina, Brasil y México, y discutir el impacto de las transferencias monetarias, los gastos sociales y las políticas fiscales en la evolución de la pobreza. Finalmente se concluye que la eficacia de las políticas requiere de conocer las necesidades específicas de los pobres rurales y urbanos porque lo importante es reducir las desigualdades económicas y sociales.</p>

Are the poor dangerous ? Are the poor the principal causes of violence ? Can repressive policies be effective and significantly reduce homicide rates or should the dominant modes of development in these countries be re-examined ? The aim of this article is, first, to overview the state of the matter, then to analyse and discuss the influence of different economic variables on homicide rates, from an econometric test concerning a number of South American countries, between 1995 and 2000. It finally intends to show that while violence and its rise often have economic roots, it is vain to limit the explanation of the phenomenon to economic determinism.
