O presente artigo argumenta que o sistema tributário nacional deve ser aprimorado para financiar o Estado e suas políticas fiscais que objetivem o desenvolvimento sustentável. A literatura revisada indica que a diminuição das desigualdades, e principalmente das desigualdades de gênero, pode trazer crescimento econômico e vários benefícios sociais importantes. Os dados mostram que a tributação brasileira tem reforçado as desigualdades sociais, uma vez que fundada em tributos incidentes sobre o consumo, que são regressivos. Contudo, a Constituição Federal traz fundamentos equilibrados para a construção do sistema tributário. A tributação atual também reforça os papéis de gênero na sociedade brasileira, dificultando a inserção das mulheres no mercado de trabalho, reforçando estereótipos e mantendo as mulheres longe das discussões das políticas fiscais que podem transformar seu papel social. As propostas de reforma tributária em tramitação atualmente perante o Congresso Nacional são objeto de análise, sob a égide da igualdade substantiva, para investigar se elas têm o condão de combater as desigualdades de gênero. O artigo conclui que a desigualdade de gênero impedirá o Brasil de atingir o desenvolvimento sustentável, e sugere algumas alterações nas políticas fiscais em conformidade com a igualdade substantiva.
