Esse turning point histórico estimulou renovadas análises da nova ordem social e internacional vigentes, que foram, na disciplina de relações internacionais, especialmente questionadoras do paradigma neorrealista. Muitas teorias novas, ou apropriações restauradas de antigas ideias, emergiram num extenso -e um tanto desordenado -debate intelectual. A queda do Muro de Berlim tem vários significados para a política mundial, mas, sem dúvida, o do fim da rivalidade entre URSS e EUA é o que constitui a consequência mais transformadora para o domínio da segurança internacional. Ao mesmo tempo em que o pensamento sobre as relações internacionais se reciclava, o entendimento do que é e para que(m) serve a segurança internacional sofria profundo questionamento.
