Resumo A partir da criação de uma Secretaria de Atenção Primária à Saúde (SAPS) no Ministério da Saúde em maio de 2019, cinco novos desafios foram trazidos para a gestão federal do SUS: a) ampliação do acesso da população às unidades de saúde da família, b) definição de um novo modelo de financiamento baseado em resultados em saúde e eficiência, c) definição de um novo modelo de provimento e formação de médicos de família e comunidade para áreas remotas, d) fortalecimento da clínica e do trabalho em equipe multiprofissional, e) ampliação da informatização das unidades de saúde e uso de prontuário eletrônico. Esse ensaio discute esses elementos à luz de um novo modelo avaliativo que, ao mesmo tempo, seja capaz de orientar o novo processo de financiamento da Atenção Primária à Saúde (APS) no Brasil. Este baseia-se na correção de distorções distributivas e também busca orientar maior efetividade e eficiência no investimento público e qualidade do serviço prestado à população. Através de estudos dos melhores exemplos internacionais e discussão com os representantes do Conselho Nacional de Secretários Estaduais de Saúde (CONASS) e do Conselho Nacional dos Secretários Municipais de Saúde (CONASEMS) e com apoio técnico do Banco Mundial, foi elaborada a proposta de novo modelo avaliativo e de financiamento da APS.
Resumo Por meio da criação do Sistema Único de Saúde (SUS), os processos de planejamento ganham importância intrínseca para a formulação de políticas públicas de saúde e para subsidiar a tomada de decisões, a implementação de ações e a obtenção de resultados. Como as ferramentas de planejamento são fundamentais para orientar a gestão, é necessário o cuidado nas articulações entre elas, a fim de alcançar a integração dos serviços de saúde, cujo resultado é melhor, mais efetivo e mais barato para o governo. Da mesma forma, processos contínuos de monitoramento e avaliação (M&A) permitem medir e rastrear informações estratégicas, melhorando a qualidade dos sistemas de informação em saúde e dos indicadores de saúde, bem como do desempenho operacional e organizacional. Neste artigo, apresentamos a recente iniciativa de implementação do sistema de M&A na Secretaria de Estado da Saúde do Distrito Federal (SES/DF) e os processos envolvidos em sua qualificação.
Based on Brazil's commitment to the fulfillment of the Agenda 2030 and its 17 Sustainable Development goals (ODS), the State Secretariat for health of the Federal District, sought partnerships to address the ODS 3-Health and welfare "securing healthy and promote welfare for all, at all ages". Because it is an ODS that permeates all others, governmental actions directed to health and well-being are of extreme relevance to the success in the implementation of Agenda 2030. In this article we present the initiatives for the activation of social networks in the locality called the Estrutural city, in the Federal District, as a strategy for measuring health determinants, the implementation of a monitoring approach and cooperative evaluation of risk situations and social and environmental vulnerability of the territory, having the prospect of making it healthy and sustainable from the reference of the new local production process and the Agenda 2030 of the development goals sustainable.
