RESUMOUma das problemáticas atuais é a dificuldade dos gestores públicos em avaliar adequadamente a oferta de infraestrutura existente em um território para direcionar investimentos onde há demanda com perspectivas de ampliação, especialmente nas cidades menores. O objetivo do artigo é propor uma arquitetura de um sistema de gerenciamento de redes de infraestrutura, para municípios de pequeno porte, com base na oferta e demanda de infraestrutura e na gestão integrada das redes. A pesquisa é desenvolvida a partir de um estudo de caso no município de Tio Hugo/RS, no qual se caracterizam as condições de oferta das redes de infraestrutura e a visão da demanda por infraestrutura. O levantamento das características das redes foi realizado in loco, por meio da análise de projetos, cadastro técnico multifinalitário e considerando as variáveis pertinentes a cada rede. Para a caracterização da demanda por infraestrutura, foi aplicado um questionário aos stakeholders. Com base nos levantamentos, foi possível identificar os locais e as redes de prioridade de investimento na zona urbana do município em questão. Finalmente, sugere-se uma estrutura de gerência balizada pela integração das redes e conhecimento da oferta e demanda. Palavras-chave: Redes de infraestrutura urbana. Oferta. Demanda. ABSTRACTOne of the present issues is the difficulties of public sector managers adequately evaluate supply of existing infrastructure in an area to target investments where there is demand with prospects for expansion, especially in smaller cities. The aim of this paper is to propose a assess management system for infrastructure, in small cities, based on supply and demand for infrastructure and on integrated management. The research was developed from a case study in the Tio Hugo city, which characterize the supply conditions of the infrastructure assess and vision of the demand for infrastructure. The survey of the characteristics of the networks was carried out in situ, projects analysis, technical multipurpose cadaster and considering the variables relevant to each assess. To characterize the demand for infrastructure was applied a questionnaire to stakeholders. Based on the surveys was to identify possible sites and networks of priority investment in the urban area of the municipality in question.
