Resumen. El trabajo propone un análisis de historia económica sobre la relación entre el Fondo Monetario Internacional (Fmi) y los países de América Latina en el periodo que va desde 1944 hasta 2015. Existen importantes antecedentes del estudio sobre la relación a escala nacional; no obstante, se observa un vacío en lo que respecta al análisis del vínculo en el ámbito regional. Se plantea que la orientación política del Fmi y los gobiernos, el contexto macroeconómico y las ideas económicas reinantes constituyen elementos decisivos para comprender la configuración que asume la relación entre el Fmi y las naciones latinoamericanas. Pueden identificarse seis etapas históricas en función de los lineamientos centrales de las políticas económicas y las características de los créditos y condiciones que exigía el organismo, algunas de intenso acercamiento, como sucedió en las décadas de 1980 y 1990, y otras de mayor distancia, como en la década pasada.Palabras clave: Fondo Monetario Internacional; condicionalidad; crédito; relaciones monetarias internacionales.Abstract. This paper proposes an Economic History analysis of the relationship between the International Monetary Fund (imF) and Latin American countries during the period from 1944 to 2015. Although there are important antecedents of the analysis of the relationship at the national level, there is a void in relation to the analysis of the link at the regional level. It is suggested that the political orientation of the imF and the governments, the macroeconomic context, and the prevailing economic ideas are decisive elements to understand the configuration of the relationship between the imF
Desde mediados de la década de 1990 hasta la actualidad, el paradigma dominante de política social global viró desde la Red de Seguridad Social al Piso de Protección Social. El objetivo de este artículo es analizar el proceso político de transformación de la política social global promovida por los organismos multilaterales. En base a una metodología cualitativa, centrada en el análisis documental, se propone que cada paradigma de política social está vinculado a los postulados del modelo de desarrollo vigente. Mientras que en el marco del Consenso de Washington el Banco Mundial promueve la Red de Protección Social, entendida como políticas sociales focalizadas y excepcionales frente al optimismo en las soluciones de mercado; luego de la crisis financiera de 2008, e inspirado por la experiencia de las transferencias monetarias condicionadas en América Latina, la OIT impulsa el Piso de Protección Social, que comprende un enfoque de la política social más amplio, cuasi universal y basado en derechos. No obstante, los gemelos de Bretton Woods abrazaron con menos ímpetu este paradigma.
Luego de un lustro de repliegue, durante el estallido de la crisis financiera internacional el G20 posicionó nuevamente al FMI como una institución financiera internacional relevante. Aunque buena parte de sus créditos fueron a Europa, el Fondo también tuvo una presencia activa en América Latina y el Caribe. Apoyado en una metodología cualitativa y cuantitativa, el presente trabajo analiza desde una perspectiva de economía política la evolución y las características del vínculo financiero entre el FMI y la región durante el decenio posterior a la crisis financiera global. Se propone que debido a los cambios en su política crediticia y las diferentes necesidades de los países de la región, el FMI desempeñó tres roles luego de la crisis: prestamista, garante e, inéditamente, deudor.
<p align="justify">Este artículo propone un acercamiento a los fundamentos de la teoría sociológica de la acción económica de Jens Beckert, figura central de la nueva sociología económica. A partir del análisis de las limitaciones que impone la incertidumbre al modelo de acción racional, Beckert propone una teoría sociológica de la acción económica centrada en el concepto de racionalidad intencional. Ante la incapacidad de realizar cálculos a <em>priori</em>, los actores se apoyan en dispositivos sociales como las expectativas ficticias, que ofrecen “ilusiones de realidad” que facilitan la acción. Se trata de una teoría que ofrece una respuesta teórica en términos sociológicos a la pregunta ¿qué deben hacer los actores cuando no saben qué es lo mejor para hacer en términos económicos? Además de resaltar el valor teórico y conceptual significativo de la obra del autor, el artículo busca difundir sus aportes en la comunidad de especialistas hispanoparlantes, de la cual no existen traducciones.</p>
El presente artículo analiza las transformaciones de la política financiera en la Argentina durante el período 1991-2011. Para ello, se estudian las principales acciones del Estado orientadas a enfrentar la problemática de la deuda pública y el financiamiento, así como las relaciones establecidas con el sector financiero y el FMI. La evolución de la política financiera argentina resalta uno de los contrapuntos más sobresalientes entre el período de la convertibilidad vigente hasta 2001 y la etapa posterior. El régimen de convertibilidad implicó el sostenimiento de una moneda nacional sobrevaluada, la cual determinó el progresivo incremento de la deuda pública y alentó el proceso de financiarización de la economía. En cambio, el régimen de la posconvertibilidad, apoyado en el mantenimiento de un tipo de cambio competitivo junto al superávit fiscal y comercial, ha contribuido a promover la actividad productiva por sobre la financiera. Esto, junto a la reestructuración de la deuda, ha permitido sostener un proceso de reducción gradual del endeudamiento público en términos relativos, liberando recursos para fomentar el mercado interno. Consecuentemente, con posterioridad a 2002 se observa una erosión de la capacidad de condicionamiento estructural sobre la dinámica del crecimiento de los acreedores, el FMI, y el sector financiero en general, en simultáneo con la obtención de mayores grados de autonomía financiera por parte del Gobierno Nacional. Finalmente, se analizan los desafíos que impone la crisis internacional a la continuación de este sendero.
