RESUMOProcura-se demonstrar neste artigo que o arranjo inter-organizacional típico dos Sistemas Complexos de Produção é o de rede de firmas, marcada por uma forte especialização dos agentes que a compõem e uma intensa complementaridade entre eles. Nesse tipo de arranjo, a empresa que exerce a governança da rede busca estimular o processo de eficiência coletiva. Essa busca, por sua vez, dada a freqüente heterogeneidade dos agentes, termina por induzir a rede de firmas a transformar-se em uma rede de aprendizado. Apesar do conhecimento sobre essas redes ser ainda muito precário, podem-se levantar, com base na literatura revisada e no exame de uma rede de aprendizado em implantação no Brasil, os seguintes aspectos: ela precisa ter um propósito claro, traduzível em uma meta a ser atingida por intermédio do processo de aprendizado; é necessário criar uma estrutura, que pode tender ao virtual, e definir recursos e mecanismos a serem utilizados em sua implantação e sustentação; e deve-se tentar prever, a partir de outras experiências, as inevitáveis dificuldades que surgirão no planejamento e operacionalização dessas redes.

The survival of small companies in the capitalist development. The role of small companies in capitalist development has raised, throughout the years, the analytical curiosity of economists and other social scientists. In spite of the enormous disadvantages that they possess in competing with big capital, there are innumerable reasons for their survival. The empirical evidence is clear in attesting the importance of small companies in terms of GDP share and job creation and, at the same time, their difficulties for surviving. This paper presents a theoretical revision, departing from Marx, Marshall, Steindl and Schumpeter up to some contemporary authors, concerning the role of the small companies in capitalist development, emphasizing the reasons and the difficulties for its survival.Keywords: small companies; capitalism; competitiveness. INTrODUçãOO papel das pequenas empresas no desenvolvimento capitalista tem despertado, ao longo dos anos, a curiosidade analítica dos economistas e outros cientistas sociais. Mais recentemente, a constatação empírica do significado econômico, social e político das pequenas empresas, em termos de contribuição para o PIB, geração de emprego, participação em diversos tipos de arranjos produtivos, entre outros aspectos, aguçou ainda mais essa curiosidade, ampliando a literatura sobre o tema.
