Resumo: Assiste-se, no Brasil, a partir dos anos 80/90, a um desencadear de um conjunto de avaliações nacionais. Essas avaliações atingem todos os segmentos, e neste artigo, aborda-se uma dessas avaliações, o Exame Nacional de Desempenho de Estudantes - ENADE. O ENADE vem sendo utilizado como uma avaliação da pretendida qualidade do ensino superior brasileiro, e em razão de todas as avaliações, instauram-se alguns conflitos, dentro e fora da universidade. Confrontam-se compreensões de avaliação. Discute-se o papel do Estado frente a essas práticas avaliativas e até o deslocamento do Estado-nação para um Estado transnacional. Este artigo tenta percorrer esses e outros problemas, fixando-se no conceito de governamentalidade, proposto por Michel Foucault. O ENADE foi aplicado pela primeira vez no ano de 2004, e faz parte do SINAES (Sistema Nacional de Avaliação da Educação Superior), do Ministério da Educação - MEC. O exame compreende uma parte de conhecimentos gerais e outra de específicos, e os resultados trazem consequências para os cursos e para as instituições. É por essas consequências que o conceito de governamentalidade constitui o foco deste artigo.
Resumo: Diante das avaliações em larga escala no Ensino Superior Brasileiro, este artigo objetiva a) analisar as posições-sujeito do Estado e dos coordenadores de cursos de graduação e b) compreender as influências das políticas de avaliação nos currículos da Educação Superior. Trata-se de uma pesquisa de cunho qualitativo, cujo corpus constitui-se de discursos de cinco coordenadores de cursos da área da saúde analisados por meio do método indutivo. As reflexões teóricas baseiam-se em pesquisas sobre a avaliação no ensino superior no que tange às condições de produção das avaliações no cenário mundial e nacional e também em teóricos da Análise do Discurso Francesa. Os resultados apontam que tais posições são interpeladas tanto pelos efeitos ideológicos do Estado, quanto pela posição-sujeito de coordenador/gestor de curso e produzem efeitos de sentido de acatamento, regulação e/ou controle e resistência e/ou descontentamento. Abstract:Taking into consideration large-scale evaluations in the Brazilian higher education system, this paper aims at (a) analyzing the subject-positions, namely, the State and graduation course coordinators; and (b) understanding the impact of evaluation policies in higher education curricula. This is a qualitative study, whose corpus comprises the discourse of five course coordinators in the health area, analyzed through the inductive method. The theoretical background is based on research on evaluation in higher education regarding the conditions of production of evaluations in the global and national scenarios and also on the French Discourse Analysis theory. Results revealed that there are political and economic interventions in large-scale national evaluations applied nowadays and that these interventions directly reflect on the curricula dynamics, as well as on the identity and self-image of Higher Education Institutions.
INTRODUÇÃOCom relativo atraso, este texto faz memória a um colega de Programa, Professor Doutor Lauro Carlos Wittmann, não só pelo seu falecimento em setembro de 2015, mas à sua aposentadoria na FURB, em 2006. O atraso, portanto, é duplo, em termos recentes, mas também em relação institucional. Presta-se esta homenagem fazendo menção a três aspectos, pessoal, profissional e a seu papel institucional e além como educador e pesquisador.Há pelo menos quatro razões para a sua escrita. Entre esses, a implantação do ensino de 9 anos, gestão democrática e autônoma das escolas públicas, redefinição do papel do Administrador Escolar, para muito além de uma função burocrática. Foi defensor de escola em tempo integral. Em suas mais de trinta orientações no Programa situou-se entre os campos da saúde e da educação, no que concerne à formação dos profissionais. c) Institucionalmente, foi decisivo para o reconhecimento do PPGE da FURB, atendendo às exigências da CAPES.
