Recommendations for the development of a state internal audit system in conditions of using digital technologies have been elaborated. It was established that the procedures of conducting state internal audits change under influence of digitization. Conformity of the stages of audit digitization and the applied digital technologies was established. Foreign experience in the digitization of the state internal audit was analyzed. It was also established that the active application of artificial intelligence technologies may be one of the probable scenarios of the development of the state internal audit system in foreign countries in the near future. Types of digital technologies were systematized depending on the field of state internal audit. It was found that the maximum effect from the use of digital technologies in the field of audit will take place in the case of their synergistic combination. Coordinated interaction between constituent elements of the state internal audit has been established. This has made it possible to present the process of development of the state internal audit system in conditions of digitization and determine its main objective: ensure greater transparency and efficiency of accounting for tangible assets by means of new digital technologies. Taking into account the above, a mechanism of development of the system of state internal audit in conditions of use of digital technologies was offered. It is based on corresponding directions and measures. It was established that to assess the efficiency of development of the state internal audit system in conditions of application of digital technologies, it is advisable to use the indicators reflecting overall results of measures taken in state financial control. The application of the proposed mechanism will make it possible to establish the effect of digital technologies on the development of the state internal audit.
This paper considers the processes of digitalization of urban management, which forms the prerequisites for solving the problem of the development of the concept of smart cities. As a result, the historical aspects of the formation of the Smart City concept are distinguished. Based on this, elements of the Smart City concept are highlighted at the present stage, such as vision, ecosystem, management, technological background, and financing. Generalization of the results of the study of the processes of digitalization of smart city management has made it possible to distinguish its traditional components, which include transport, energy, utilities, urban environment, security, and "smart" house. In order to ensure effective monitoring of the implementation and development of digital services in the smart city management system, it is proposed to use "city smartophores". The systematization of the Smart City formation experience provided an opportunity to distinguish the relevant models of digitalization of urban governance – decentralized, centralized, and local. The scope of application, initiators, advantages and disadvantages, and prospects for the development of each of them are determined. Unlike other results of the study of the effectiveness of the development of smart cities, it is suggested that the most vivid picture of ensuring a comfortable life in the city is demonstrated by the size of its population. It is proved that it is in the developed cities of any country in the world that there are positive rates of population growth. Quantitative criteria for determining the upper and lower limits of the efficiency of smart city development according to the selected indicator have been developed. The practical application of the results of the study is the possibility of predicting further directions of development of the smart city based on a quantitative assessment of the level of its digital transformation
Conceptual foundations of organizational and economic support for the development of enterprises in the hospitality industry have been developed, taking into account the level of use of information and communication technologies. It has been determined that the main results of the influence of information technologies on the hospitality industry are the optimization of business processes, as well as the transformation of the target consumer of hospitality services. The types of information and communication technologies are systematized depending on the direction of the business processes of the cycle of providing hospitality services. It has been substantiated that through the active use of information and communication technologies, hospitality industry enterprises satisfy the needs of customers in full in accordance with modern requirements. The relationship was established between the results of assessing the level of organizational and economic support for the development of information and communication technologies and the strategic choice of enterprises in the hospitality industry. Three types of strategies are identified – information expansion, improvement, retention and further development – depending on the low, medium and high level of development of information and communication technologies, respectively. The directions of increasing the level of development of information and communication technologies of the hospitality industry at different levels are proposed. The developed theoretical and methodological provisions can be useful in the formation of the concept of strategic development of the hospitality industry. The use of the proposed toolkit reflects the results, both quantitatively (increasing demand for hospitality services, improving financial performance, etc.) and in a qualitative form (improving the quality of service, creating a positive image, etc.).
