The incentive of renewable sources has provided a high growth to photovoltaic energy (PV) in the electric matrix, today it is essential that planning practices are prepared to operate, monitor and propose scenarios ideas of insertion or withdrawal of policies in benefits to all agents of this chain of operation. Thus, a model is presented for projection of the diffusion of photovoltaic systems (PVS) for commercial consumers of Group B served by the voltage level below 2.3 kV. The proposed model uses the System Dynamics (SD) technique, based on Roger's theory of diffusion of innovations, together with bass's model. The model evaluates the propensity of adoption over time considering three aspects: regulatory, economic, technical and the imitation and innovation coefficients arising from the Bass model and is rotated using the Vensim software from Ventana system. Four scenarios are tested to project the diffusion of PVS to validate the proposed methodology, the results show how incentive policies can interfere in the adoption of PV technology.Resumo: O incentivo as fontes renováveis proporcionaram um elevado crescimento a energia fotovoltaica (FV) na matriz elétrica, hoje é imprescindível que as práticas de planejamento estejam preparadas em operar, monitorar e propor cenários ideais de inserção ou retiradas de políticas em benefícios a todos os agentes desta cadeia operativa. Deste modo, este trabalho apresenta um modelo para projeção da difusão de sistemas fotovoltaicos (SFV) para consumidores comerciais do Grupo B atendidos pelo nível de tensão inferior a 2,3 kV. O modelo proposto, utiliza a técnica de Dinâmica de Sistemas (DS), fundamentada na teoria de difusão de inovações de Roger, em conjunto com o modelo de Bass. O modelo avalia a propensão de adoção ao longo do tempo considerando três aspectos: regulatórios, econômicos, técnicos e os coeficientes de imitação e inovação advindos do modelo de Bass e é simulado utilizando o software Vensim da Ventana system. São testados quatro cenários de projeção da difusão dos SFV para validar a metodologia proposta, os resultados demostram como as políticas de incentivos podem interferir na adoção da tecnologia FV.
