IntroduçãoA institucionalização da avaliação em saúde, como resultado da intenção de conferir racionalidade às intervenções setoriais 1,2,3,4 , vem ganhando força em diferentes áreas do setor públi-co em saúde. No Brasil, e mais especificamente no campo das políticas de saúde, a avaliação parece tomar um lugar central nas organizações 5 , apesar de essa atividade ainda se apresentar de forma incipiente, pouco incorporada às práticas, possuindo quase sempre um caráter prescritivo e burocrático 6,7 .Fatores como as mudanças nos procedimentos legais e administrativos na gestão do Sistema Único de Saúde (SUS); a maior complexidade do perfil epidemiológico do país; e a exigência cada vez maior do controle dos gastos em saúde podem ser apontados como fatores envolvidos no interesse crescente em avaliação de políticas, programas e serviços de saúde no Brasil 8 .No entanto, extrapolando a necessidade de avaliar a eficiência dos serviços e do sistema de saúde, outros fatores contribuíram para que a avaliação em saúde se firmasse como um novo campo de conhecimento e de práticas, destacando-se: a incorporação contínua de novas tecnologias; a ampliação da oferta e da complexidade organizacional dos serviços de saúde; e a crescente necessidade de informação sobre a eficácia, a efetividade e o funcionamento do sistema 9,10 .ARTIGO ARTICLE
Objetivando avaliar os Centros de Especialidades Odontológicas de Pernambuco, Brazil, realizou-se estudo exploratório, utilizando dados secundários da produção ambulatorial 2006, critérios e normas instituídos para implantação destes serviços. Descreveu-se o cumprimento global das metas dos Centros de Especialidades Odontológicas, variáveis de caracterização dos serviços e dos municípios. Foram utilizadas análises do tipo descritiva e do tipo correlacional não paramétrica (coeficiente de Spearman), considerando-se o nível de significância de 5%. Dos 22 Centros de Especialidades Odontológicas, 40,9% obtiveram um desempenho bom, destacando que 81,8% cumpriram a meta para o subgrupo atenção básica em contraste com 13,6% que cumpriram a meta do subgrupo cirurgia oral menor. Dentre as variáveis independentes analisadas, apenas o porte populacional e o índice de desenvolvimento humano do município foram correlacionados ao desempenho dos Centros de Especialidades Odontológicas, quanto menor a cidade (r = 0,678; p < 0,001) e menor desenvolvimento humano (r = 0,599; p < 0,001), piores desempenhos foram observados. O estudo sugeriu que a normatizaçao para implantação e funcionamento dos Centros de Especialidades Odontológicas deva ser monitorada e avaliada para garantir uma melhor qualidade dos serviços para população.
O estudo teve como objetivo avaliar a qualidade dos serviços ofertados nos Centros de Especializações Odontológicas (CEOs) em Pernambuco, Brasil, na perspectiva da satisfação dos usuários. Trata-se de um estudo analítico, quantitativo, de caráter avaliativo, segundo o modelo Donabediano referente ao resultado. As entrevistas foram realizadas por meio da agregação de formulários previamente validados. A amostra foi composta pelos usuários presentes na sala de espera de cada CEO que tivessem sido submetidos a procedimento clínico ao menos uma vez, totalizando 156 usuários. A análise dos dados foi realizada por intermédio do programa estatístico SPSS, versão 13.0, em uma etapa descritiva e outra analítica. Na análise estatística foi utilizado o teste do χ2 de Pearson. Para todas as análises foi levado em consideração o nível de significância de 5%. Constatou-se que os usuários estão satisfeitos com a qualidade dos serviços prestados nos CEOs de Pernambuco. As variáveis "autopercepção de saúde" e "tipo de serviço" apresentaram associação positiva e estatisticamente significante com uma maior satisfação dos usuários, sendo esta maior entre os indivíduos que consideraram sua saúde bucal ruim e que frequentaram o Programa Saúde da Família (PSF).
