Humankind faces a growing spectrum of anthropogenic existential threats to human civilization and survival. This article therefore aims to develop a new framework for security policy -'existential security'that puts the survival of humanity at its core. It begins with a discussion of the definition and spectrum of 'anthropogenic existential threats', or those threats that have their origins in human agency and could cause, minimally, civilizational collapse, or maximally, human extinction. It argues that anthropogenic existential threats should be conceptualized as a matter of 'security', which follows a logic of protection from threats to the survival of some referent object. However, the existing frameworks for security policy -'human security' and 'national security'have serious limitations for addressing anthropogenic existential threats; application of the 'national security' frame could even exacerbate existential threats to humanity. Thus, the existential security frame is developed as an alternative for security policy, which takes 'humankind' as its referent object against anthropogenic existential threats to human civilization and survival. Policy Implications• 'Anthropogenic existential threats' refer to a class of threats that have their origins in human agency and could bring about, at the minimum, the collapse of civilization, or, at the maximum, human extinction. The spectrum of anthropogenic existential threats is broad and growing.
Background: While there is widespread recognition of global health failures when it comes to infectious disease outbreaks, there is little discussion on how policy-makers and global health organizations can learn to better prepare and respond. Serious games provide an underutilized tool to promote learning and innovation around global health crises. In order to explore the potential of Serious Games as a policy learning tool, Global Affairs Canada, in collaboration with the Department of National Defense and academic partners, developed and implemented a matrix game aimed at prompting critical reflection and gender-based analysis on infectious disease outbreak preparedness and response. This commentary, written by the core development team, reflects on the process and outcomes of the gaming exercise, which we believe will be of interest to others hoping to promote innovative thinking and learning around global health policy and crisis response, as well as the application of serious games more broadly. Main body: Participants reported, through discussions and a post-game survey, that they felt the game was reflective of real-world decision-making and priority-setting challenges during a crisis. They reflected on the challenges that emerge around global health co-operation and outbreak preparedness, particularly noting the importance of learning to work with private actors. While participants only sporadically applied gender-based analysis or considered the social determinants of health during the game, post-game discussions led to reflection on the ways in which equity concerns are put aside during a crisis scenario and on why this happens, offering critical learning opportunities. Conclusion: Matrix games provide opportunities for policy-makers and health professionals to experience the challenges of global health co-operation, test ideas and explore how biases, such as those around gender, influence policy-making and implementation. Due to their flexibility, adaptability and accessibility, serious games offer a potentially powerful learning tool for global health policy-makers and practitioners.
Humans in the twenty-first century live under the specter of anthropogenic existential threats to human civilization and survival. What is the significance of humanity’s capacity for self-destruction to the meaning of “security” and “survival” in international politics? The argument is that it constitutes a material “revolution” in international politics—that is, the growing spectrum of anthropogenic existential threats represents a radical transformation in the material context of international politics that turns established truths about security and survival on their heads. The paper develops a theoretical framework based in historical security materialism, especially the theoretical proposition that the material circumstances of the “forces of destruction” determine the security viability of different “modes of protection”, political “units” and “structures”, and “security ideologies” in international politics. The argument seeks to demonstrate the growing disjuncture (or “contradiction”) between the material context of anthropogenic existential threats (“forces of destruction”); and the security practices of war, the use of military force, and the balance-of-power (“modes of protection”); the political units of nation-states and structure of international anarchy (“political superstructure”); and the primacy of “national security” and doctrines of “self-help” and “power politics” in international politics (“security ideologies”). Specifically, humanityapos;s survival interdependence with respect to anthropogenic existential threats calls into question the centrality of national security and survival in international politics. In an age of existential threats, “security” is better understood as about the survival of humanity.
