Переход на дистанционное обучение в условиях COVID-19 в оценках профессорско-преподавательского состава Проблема исследования. Меры профилактики распространения коронавирусной инфекции COVID-19, вызвали необходимость оперативного перехода на дистанционное обучение. Однако, готовность профессорскопреподавательского состава к переходу на дистанционное обучение, в сложившейся ситуации с точки зрения организации процесса обучения и его результатов, представляет проблему. Материалы и методы исследования. Цель исследования определена как прояснение особенностей работы профессорско-преподавательского состава в условиях экстремального перехода к дистанционному формату обучения. Анонимное интернет-исследование проводилось 7-19 апреля 2020 г. на университетском портале Интегрированной информационно-аналитической системы Удмуртского государственного университета. В опросе приняло участие 169 респондентов-штатных преподавателей. Алгоритм проведения исключал возможность повторного прохождения опроса одним преподавателем. Результаты и обсуждение. Исследование показало, что большинство преподавателей достаточно быстро осуществило переход на дистанционное обучение: 23% «были готовы полностью»; 60% «были готовы, но доделывали «на ходу». Для организации процесса обучения преподаватели, в основном, использовали электронную почту, социальную сеть «Вконтакте», различные мессенджеры, информационно-аналитическую систему университета, Moodle, Zoom и другие ресурсы. 77% респондентов отметили, что их нагрузка увеличилась, 56%хотели, чтобы университет компенсировал их личные расходы на услуги связи, оказывая техническую поддержку, поскольку более трети студентов и преподавателей не располагали достаточным техническим оснащением для полноформатного дистантного обучения. Треть преподавателей отметила наличие претензий к работодателю по нарушениям юридического перехода к дистанционному формату работы. Респонденты определили аудиторное взаимодействие со студентами как более эффективное и оценили качество дистантного учебного процесса в целом удовлетворительно: «качество в чем-то повышается, в чем-то нет»-42%, «качество в чем-то снижается»-27%, «качество снижается в целом»-27%, «качество повышается в целом»-2% ответивших. Выводы. Опрос «по горячим следам» предоставил возможность сделать ряд предварительных выводов. Во-первых,-нагрузка преподавателей в режиме дистанционного обучения заметно возросла, что требует пересмотра условий организации и оплаты труда преподавателей. Во-вторых,-очевидно, что университеты для стабилизации ситуации и обеспечения качества учебного процесса будут вынуждены расширить штат сотрудников, связанных с техническим сопровождением дистанционного обучения, что, в свою очередь, приведет к еще большему дисбалансу ставок учебно-вспомогательного персонала и профессорско-преподавательского состава. В-третьих,-университеты не осуществляют компенсации затрат на связь и программное обеспечение, не предлагают адекватной альтернативы, по существу, сокращая издержки дистанционного процесса обучения за счет личных расходов преподав...
The COVID-19 pandemic, which triggered an avalanche-like transition of universities to a remote work format, not only identified new conditions for organizing pedagogical and administrative processes in universities, but also updated the topic of digital technologies in research projects and publications. The framework of the “digital university” model, for the implementation of which the state provides subsidies, consists of four blocks: management systems based on data; digital educational technologies; individual educational trajectories; competence of the digital economy. In general, the development of a framework for a digital university model is aimed at solving specific problems that are fully justified, and their solution seems to be extremely necessary, but in a sense they can represent only the first stage in the development of a digital university as a phenomenon of a new era. The introduction of technological innovation into the ritualized practices of universities is, in fact, a response to past challenges. To rethink the framework of the model, its enrichment and refinement, the theory of stakeholders (stakeholders) was used. The main stakeholders are: the state; University management; administrative staff; teaching staff; researchers and laboratory assistants; educational support staff; technical staff; students; parents and legal representatives of students; applicants; parents and legal representatives of applicants; foreign universities and their representatives in the university administration; foreign faculty; foreign students, graduate students and doctoral students; employers; investors; mass media (primarily regional); public organizations. The needs of stakeholders are considered, as well as possible digital solutions. The article substantiates that the traditional use of a digital device without the actual use of innovative digital technologies does not make higher education digital in the literal sense of the word.

В статье рассмотрены различные аспекты содействия и препят-ствия развитию отечественного университетского образования. Определены глобаль-ные вызовы, национальные приоритеты и региональные отклики. Основными трендами развития российских университетов названы: стремление повышения имиджевых и статусных характеристик в мировых и отечественных рейтингах; поддержка наиболее результативных вузов, успешно прошедших процедуры масштабных преобразований и конкурсного отбора для получения статуса федеральных, исследовательских и опор-ных университетов; переход от прямого федерального управления университетской системой к многоуровневому регулированию, созданию условий и инструментов раз-вития. Уточнены трудности перехода к новой управленческой парадигме отечествен-ной высшей школы. Прояснено изменение классического триединства ценностных ори-ентаций университетской идеи. Содержательно раскрыты проблемы и ресурсы соци-ального образования в современных российских университетах. Показано, что целью образования будущего на разных уровнях подготовки станет развитие креативного и комбинаторного мышления. Это важно также и потому, что развитие технологий при-ведет к утрате необходимости обучения большинству современных профессий. Уточ-нены возможности социального лидерства университетов. The COVID-19 pandemic has affected all aspects of human life and has had a huge impact on higher education and university governance. The purpose of this research is to analyze the experience of higher education digitalizing in Germany during the COVID-19 crisis. Over the past years, the German federal government has supported the initiative for the transition to a digital society in which the role of digital technologies is important, including education. However, for a number of reasons analyzed in the paper German universities were not ready for the transition to digital format, at the initial stage transferring classroom lessons for the summer semester. The academic community was divided into two camps – those who insisted on postponing classes and those who tried to organize the digital learning process. Members of the German Rectors' Conference held on May 7, 2020, also insist that it is impossible to completely replace classroom activities with digital tools. As studies show, the concepts of “distance learning” and “online learning” are often being replaced, which leads to the temptation to use hastily completed training courses in the future. The paper analyzes the studies of authors from Germany on distance learning in quarantine, introduces into scientific circulation previously untranslated academic publications, presents the idea of “data economy”, highlights and describes the main difficulties in the transition of German universities to a digital format, and formulates practical recommendations that can be used by Russian universities.
