ABSTRACT:Cadastral map is a parcel-based information which is specifically designed to define the limitation of boundaries. In Malaysia, the cadastral map is under authority of the Department of Surveying and Mapping Malaysia (DSMM). With the growth of spatial based technology especially Geographical Information System (GIS), DSMM decided to modernize and reform its cadastral legacy datasets by generating an accurate digital based representation of cadastral parcels. These legacy databases usually are derived from paper parcel maps known as certified plan. The cadastral modernization will result in the new cadastral database no longer being based on single and static parcel paper maps, but on a global digital map. Despite the strict process of the cadastral modernization, this reform has raised unexpected queries that remain essential to be addressed. The main focus of this study is to review the issues that have been generated by this transition. The transformed cadastral database should be additionally treated to minimize inherent errors and to fit them to the new satellite based coordinate system with high positional accuracy. This review result will be applied as a foundation for investigation to study the systematic and effectiveness method for Positional Accuracy Improvement (PAI) in cadastral database modernization.
This review paper focuses on the Role of Applied Geomatics in Mapping of dispersion Corona Virus and sheds the light on the important studies on the topic. It also sheds the light on the tracking Corona Virus literature. This review paper also sheds the light on the definition, conceptualization, and measurement of corona virus mapping and tracking. This review paper has also showed a number of studies that linked the relationship between applied geomatics and the mapping and tracking corona virus. Authors explores the literature about applied geomatics, mapping and tracking from 2009 to end 2019 in order to investigate how these two geomatics techniques were born, how they have developed, which are the shared features and how it plays an important role in corona virus the novel pandemic. This systematic review of current literature on applied geomatics and corona virus and provides insight into the initial and proposed framework of integrating geomatics to track and map the corona virus.
Determining the inter-state border in Peninsular Malaysia is done through allocation, delimitation, demarcation and documentation. Starting in 1993, the JointBoundary Committee (JBC) organised this procedure with the involvement of numerous state and federal organisations under the Ministry’s coordination. This study examines how JBCs interact to make decisions and how well JBC formation rules-in-use work. Surveys, interviews, participant observations and document reviews were used to gather data which was then analysed using the Institutional Analysis and Development Framework (IAD) based on content analysis. Position rules, boundary rules, choice rules, aggregation rules, scope rules, information rules and pay-off rules are some of the rules in creating the JBC, although they have not been able to successfully direct interaction. For enhancement, a configuration of seven types of rules can be used because the analysis results show that seven types of rules have found significant weaknesses in establishing existing JBCs. Therefore, implementing the IAD will effectively coordinate the management and administration of the JBC in making decisions to expedite the inter-state border delimitation and demarcation in Peninsular Malaysia in line with the 16th goal of the Sustainable Development Goals (SDGs).
ABSTRACT:Within few years before, the urge to implement the marine spatial planning is due to increasing numbers of marine activities that will lead into uncertainties of rights, restrictions and responsibilities of the maritime nations. Marine authorities in this situation that deal with national rights and legislations are the government institutions that engage with marine spatial information. There are several elements to be considered when dealing with the marine spatial planning; which is institutional sustainability governance. Providing the importance of marine spatial planning towards sustainable marine spatial governance, the focus should highlight the role marine institutions towards sustainable marine plan. The iterative process of marine spatial planning among marine institutions is important as the spatial information governance is scattered from reflected rights, restrictions and responsibilities of marine government institutions. Malaysia is one of the maritime nations that conjures the initial step towards establishing the sustainable marine spatial planning. In order to have sustainable institutions in marine spatial planning process, it involves four main stages; planning phase, plan evaluation phase, implementation phase and post implementation phase. Current situation has witnessed the unclear direction and role of marine government institutions to manage the marine spatial information. This review paper is focusing on the institutional sustainability upon interaction of marine government institutions in the marine spatial planning process based on Institutional Analysis Framework. The outcome of the integration of institutional sustainability and marine spatial planning process will propose a framework of marine institutional sustainable plan.
