This paper considers challenges of human resource management (HRM) in open innovation (OI) processes. It examines which strategies managers use to overcome these problems. By conducting an inductive case study of the Brazilian oil and gas company Petrobras based on grounded theory, we developed a framework explaining these challenges and strategies. The paper argues that the most important HR challenges are (a) interpersonal relationships, (b) power shifting inside the organization, and (c) creating a sense of value among workers, and explains how managers tackled all these challenges to build a better working environment. The deep analysis of HRM challenges in OI contributes to a better understanding of management problems these processes can cause and how these could be overcome.
Este trabalho teve por objetivo investigar a influência do financiamento e da composição do gasto público na eficiência da produção dos serviços de saúde dos municípios do Estado de Pernambuco. A pesquisa foi realizada em dois estágios. O primeiro estágio mensurou a eficiência e o segundo analisou a eficiência frente as variáveis financeiras e de controle por meio de regressão múltipla com dados em painel e efeitos fixos. A amostra do estudo foi formada pelos 184 municípios pernambucanos e os dados compreenderam o período de 2011 a 2015. Os resultados evidenciaram que a população com idade superior a 65 anos influencia negativamente na eficiência dos serviços de saúde dos municípios, enquanto o gasto com pessoal em saúde, o gasto com investimento em saúde, a despesa em saúde financiada com recursos do SUS e a despesa em saúde financiada com recursos de impostos influenciam positivamente na eficiência.
O modelo Uppsala é o resultado de uma jornada intelectual em que suposições econômicas foram expurgadas e substituídas por relações comportamentais, de rede, capacidades dinâmicas, efetivação, teorias empreendedoras e institucionais, teorias que pareciam explicar melhor, o processo de internacionalização no atual ambiente de negócios. Este artigo conceitual ilustra como o modelo de Uppsala evoluiu, mostrando as adaptações pelas quais passou e discute se o modelo de Uppsala é contingente o suficiente para explicar o surgimento de EMNEs, um fenômeno que inicialmente intrigou os especialistas em negócios internacionais e questionou a validade de fluxos bem estabelecidos de pensamentos na comunidade empresarial internacional.
Este estudo teve por objetivo investigar como os agentes políticos e o momento eleitoral interferem na eficiência dos sistemas de saúde dos municípios segundo a percepção dos gestores municipais de saúde. O estudo foi desenvolvido em duas etapas: (i) quantitativa; e (ii) qualitativa. A primeira etapa mensurou a eficiência dos sistemas de saúde dos municípios por meio da DEA. A segunda etapa consistiu em entrevistas semiestruturadas com secretários de saúde de municípios que obtiveram melhores e piores níveis de eficiência. As entrevistas foram tratadas por análise de conteúdo. A amostra foi formada pelos municípios pernambucanos com população inferior a 50 mil habitantes. Os dados utilizados para mensuração da eficiência foram obtidos na base de dados do Siops e do Datasus do Ministério da Saúde, correspondentes ao ano de 2015. Os resultados indicaram que os vereadores auxiliam na eficiência dos serviços de saúde ao viabilizar atendimentos em hospitais regionais e especializados. Contudo, os mesmos prejudicam os serviços pressionando os gestores de saúde locais pela oferta de medicamentos, exames e consultas para seus eleitores, fora do fluxo e do planejamento dos serviços. Os gestores municipais relevaram a existência de uma prática social de busca de benefícios pelos cidadãos nos momentos de eleição quando os políticos estão mais acessíveis e dispostos a ajudar. Esses resultados sugerem a existência de um ciclo político eleitoral. Não foi possível observar diferença do comportamento político dos vereadores e dos gestores que justifique a disparidade dos indicadores de eficiência entre os municípios melhor e pior avaliados.
