As técnicas utilizadas foram: análise dos dados da Fundação Alexandre Gusmão e do Instituto de Pesquisa em Relações Internacionais (FUNAG/IPRI), levantamento bibliográfico e análise documental. Conclui-se que, em vinte e cinco anos de existência, as produções acadêmicas na área de comunicação sobre o Mercosul foram poucas pois: i) faltam incentivos institucionais às pesquisas em comunicação; ii) persiste certa indiferença frente ao debate sobre democratização das comunicações; iii) os governos optaram pela manutenção da diplomacia tradicional, o quê dificulta o acompanhamento de negociações e restringe espaços de participação social.Palavras-chave: democracia; participação social; pesquisa acadêmica; Mercosul. AbstractThis paper studies the postgraduate academic field stricto sensu and those theses and dissertations which aimed Mercosur as its research focus. The techniques used were: data analysis at archives of Alexandre Gusmão Foundation and Research Institute of International Relations (FUNAG/IPRI), bibliographic search y document analysis. We infer that, in twenty-five years of existence of Mercosur, academic production in communications was modest, due to: i) the lack of institutional incentives for research; ii) some indifference towards debates on democratization of communications; and iii) the continuance of traditional diplomacy by governments, which hampers the monitoring of the negotiations and obstructs spaces for social participation.Keywords: democracy; social participation; academic research; Mercosur. ResumenEste trabajo trata sobre el entorno académico de posgrado stricto sensu y la producción de tesis y disertaciones en comunicación que tienen al Mercosur como tema de investigación. Las técnicas utilizadas fueron: análisis de datos de la Fundación Alexandre Gusmão y el Instituto de Investigación de Relaciones Internacionales (FUNAG/IPRI), relevamiento bibliográfico y análisis documental. Llegamos a la conclusión de que, en veinticinco años de existencia del Mercosur, las producciones académicas en el área de la comunicación fueron escasas, pues: i) faltan incentivos institucionales para la investigación; ii) persiste cierta indiferencia frente al debate sobre la democratización de las comunicaciones; y iii) los gobiernos han optado por mantener una diplomacia tradicional, lo que dificulta el seguimiento de negociaciones y restringe el espacio para la participación social.Palabras clave: democracia; participación social; investigación académica; Mercosur.
Historically, the polemical claim to this kind of rationality has developed against the policy of state secrecy practiced by princely authority in the context of the public reasoning of private persons. Just as secrecy serves to maintain a domination based on voluntas (will), so publicity must serve to enforce legislation based on ratio (reason).
