A maneira como as carreiras são construídas no setor privado vem sendo objeto de investigação exaustiva ao longo dos últimos vinte anos (Bendassolli, 2009; Chanlat, 1995, 1996). A compreensão sobre o matiz de como tais construções têm operado no setor público brasileiro ainda constitui uma lacuna na literatura atual sobre o tema (Bresser-Pereira, 1996; Saravia, 2006). O objetivo deste artigo é compreender como são construídos os processos pessoais de carreira de servidores com carreiras técnicas de nível superior no setor público, frente às diferentes perspectivas de carreiras articuladas no contexto social contemporâneo. Por meio de um estudo de caso descritivo, em um recorte qualitativo, buscou-se identificar a existência de características proteanas e mudanças de atitude a elas relacionadas, comumente associadas ao setor privado (Hall & Moss, 1998), nos servidores de uma Secretaria de Estado que trata da gestão de recursos humanos em um estado brasileiro. A coleta de dados foi realizada por meio de entrevistas semiestruturadas. Dois grupos foram selecionados para compor os sujeitos de pesquisa, um com quinze servidores ativos e outro com cinco ex-servidores que pediram demissão. O tratamento dos dados foi realizado por meio da Análise do Conteúdo das entrevistas em uma abordagem temática (Bardin, 1979; Minayo, 2007). Os resultados revelam o rompimento da lógica da construção de carreira do setor público no contexto investigado, com servidores em busca de uma carreira sem fronteiras, vinculada às suas perspectivas pessoais.
RESUMOA teoria do capital humano e a discussão contemporânea acerca da empregabilidade abordam os impactos do capital educacional nas práticas produtivas dos indivíduos numa estrutura socioeconômica capitalista. O discurso corrente sobre essa relação tende a valorizar os efeitos da escolaridade diante da renda obtida pelos trabalhadores e das suas chances de inserção no mercado de trabalho. Este trabalho analisa estatisticamente as relações entre escolaridade, salário e empregabilidade pela perspectiva de um modelo estrutural, visando avaliar premissas da teoria do capital humano e da empregabilidade numa situação concreta. Para isso foi utilizada a base de dados da Relação Anual de Informações Sociais (Rais) do Ministério do Trabalho e do Emprego, com informação sobre os indivíduos que se encontravam no mercado formal de trabalho na Região Metropolitana do Rio de Janeiro em 1999. Os resultados mostraram que o impacto da escolaridade no nível de salário e na empregabilidade deve ser visto com ressalvas.Palavras-chave: teoria do capital humano; empregabilidade; mercado de trabalho; modelo de equações estruturais. ABSTRACTBoth the human capital theory and the contemporary discussion of the employability approach the actual impacts of the education capital on the productive practices of people in a capitalist socioeconomic society. The main stream of this relationship tends to emphasize the education effects in the income received by the workers, as well as their chances to get into and remain in the work market. The present paper statistically analyses the relationships between education, wages and employability under the perspective of a structural equation model, in order to compare and to contrast both theories, using real data. Rais dataset, with information of the subjects working in the formal work market in the metropolitan area of Rio de Janeiro in 1999 was used to test the model. The results revealed that the impact of the education on wages and employability should be regarded with some caution.
Studies about individuals commitment to organizations acquire renewed interest in light of the changes imposed by new organizational structures and 'boundary-less' careers. The need to identify and retain individuals who add value to the organization constitutes an increasing challenge facing human resource professionals. In this context it is necessary to establish stronger links between the individuals and the organization they work for. In this paper the effects of the perceived equity and justice on the employees' affective commitment to the organization is evaluated, using a structural equation model. The main stream of the literature treats equity as part of distributive justice. The main contribution of this study was to treat both concepts separately. Based on data gathered from a teaching and research institute, this study confirmed the theoretical assumptions that the perception of justice is indeed antecedent to and determinant of affective organizational commitment. However, the same was not observed in relation to the perception of equity. This result justifies the new approach of removing the concept of equity from justice when measuring organizational commitment.
RESUMOO objetivo do presente estudo é apresentar e discutir as principais mudanças no conceito de carreira. Duas diferentes abordagens são comparadas e contrastadas: a tradicional, com premissas voltadas eminentemente para as garantias de benefícios e segurança; e a moderna, segundo a qual o sucesso na carreira está associado à trajetória pessoal, expandindo-se o espaço de expressão para o campo pessoal, familiar e profissional, conforme Chanlat (1995), Martins (2001) e Hall (1996. De acordo com essa abordagem, surge o conceito de carreira proteana que, entre outros fatores, tem como características o aprendizado, o sucesso psicológico e a expansão da identidade, independentemente da profissão ou empresa escolhida. Assim, foi realizada uma pesquisa para identificar e ordenar as cidades, onde as dimensões dessa perspectiva de carreira se apresentam com maior intensidade. A referida pesquisa utilizou metodologia baseada em técnicas estatísticas, visando a definir e testar um conjunto de indicadores capazes de refletir as potencialidades locais, em face da teoria apresentada. Como resultado, foram ordenadas cem cidades, de acordo com critérios de inclusão, definidos para a pesquisa.Palavras-chave: recursos humanos; gestão de pessoas; carreiras; planejamento de carreiras. ABSTRACTThe purpose of this study is to present and to discuss main changes in the conceptualization of career. Two different approaches are compared and contrasted: the traditional concept, based on the usual assumptions of tenure and security; and the modern view, according to which the assumption that the success, in a given career, is related to the personal trajectory, expanding itself to a more comprehensive meaning of a personal, family and professional satisfaction, as in Chanlat (1995), Martins (2001) andHall (1996). According to the later approach, comes along the concept of protean career with learning, psychological success and the expansion of the self-identity features, regardless of profession or company that may be chosen. A research was conducted to identify and to order the cities where the dimensions of this career perspective appear with more strength. This research was based on statistical techniques methodology to define and test a set of indicators to express the local potentiality of the cities in Brazil, under the presented theory. As a result, one hundred cities were ranked according to the criterion of inclusion defined for the study.
Neste artigo é examinado o estresse ocupacional no ambiente organizacional da administração pública brasileira. Na recensão teórica, são indicados os principais estressores organizacionais apontados na literatura especializada e identificados efeitos destes estressores sobre a saúde e o desempenho do indivíduo.
