Benchmarking the analysis of countries' performance in terms of sustainable development helps to understand the success factors of countries that over perform and to target priority issues of others with lower performance. However, assessing sustainable development comes with methodological challenges, including indicator standardization, aggregation and weighting. Our study significantly contributes to the measure of sustainable development by providing a new approach based on an extended Hellwig method. After describing the main limitations of existing methodologies, this paper's aim is twofold. First, we show that the proposed analytical framework allows for comparing the sustainable performance of EU countries on the national level. The extended Hellwig method takes into consideration EU targets and/or national targets in building patterns of development. Second, this framework is tested as a part of the evaluation of the implementation of the Europe 2020 strategy in the education area. The results obtained using the extended Hellwig method were compared with those obtained by means of the Education Index, TOPSIS and Ward technique. Our analysis showed the significant disparities in the implementation of the Europe 2020 strategy recommendations in the education area in 2015.
Sustainability is a holistic and complex multi-dimensional concept comprising economic, social and environmental issues. The EU Sustainable Development Goals' indicator set, developed by European Commission, is implemented online in Eurostat's database and constitutes the basis for assessing the level of sustainability assessment in different areas. The integration of the sustainability indicators was carried out in many studies by using the multi-criteria techniques. This work proposes a new methodological framework based on extended TOPSIS procedure, which takes into account EU targets and/or national targets in building positive ideal solution and negative ideal solution. This algorithm allows compensatory and non-compensatory approach in integrated sustainability assessment from the target point of view. This framework has been applied to measure sustainable development in the area of education in 28 EU countries in 2015. The results of this research also illustrate the complexity of measuring sustainable development, where multiple sustainability criteria and targets are considered.
1 StreszczenieW opracowaniu przeprowadzono wielowymiarową analizę porównawczą poziomu rozwoju społecz-nego województw Polski w kontekście postępów realizacji koncepcji zrównoważonego rozwoju w roku 2005 oraz 2013. Do analizy zastosowano metodę porządkowania liniowego TOPSIS oraz metodę porządko-wania nieliniowego Warda. Metody te dzięki łącznej analizie odpowiednio dobranych wskaźników cząstkowych pozwoliły: ocenić ogólny poziom rozwoju województw, ustalić ich ranking, wyodrębnić w miarę jednorodne grupy regionów o podobnym poziomie rozwoju społecznego. Pokazano, że w 2013 roku w stosunku do 2005 roku nastąpił wzrost ogólnego poziomu rozwoju społecznego we wszystkich województwach. W KONTEKŚCIE ŁADU INSTYTUCJONALNEGO StreszczenieCelem opracowania jest ocena wewnętrznego zróżnicowania województw Polski w zakresie kształtowa-nia się ładu instytucjonalnego w latach 2005-2014. Ocena terytorialnego zróżnicowania poziomu ładu instytucjonalnego została przeprowadzona dzięki zastosowaniu analizy konwergencji typu sigma, która polega na ocenie dyspersji badanego zjawiska w czasie, a także metod wielowymiarowej analizy porównawczej. Do porządkowania województw wykorzystano dynamiczne mierniki syntetyczne oparte na zmodyfikowanej formule unitaryzacji zerowanej, jak również metodę Warda -procedurę tworzenia grup podobieństw mię-dzy obiektami. Badania pokazały dość duże zróżnicowanie województw w zakresie kształtowania się ładu instytucjonalnego, brak stabilności rankingów otrzymanych za pomocą wskaźników syntetycznych oraz zmienność delimitacji regionów uzyskanych metodą Warda w latach 2005-2014. Liderem w zakresie kształ-towania się ładu instytucjonalnego w badanym okresie było województwo warmińsko-mazurskie, natomiast ostatnią pozycję zajęło województwo łódzkie. In this paper, an extended Intuitionistic Fuzzy Synthetic Measure (IFSM) with intuitionistic fuzzy (IF) entropy-based weights is presented. This method can be implemented in a ranking problem where the assessments of the criteria are expressed in the form of intuitionistic fuzzy values and the information about the importance criteria is unknown. One example of such a problem is measuring the subjective quality of life in cities. We join the debate on the determination of weights for the analysis of the quality of life problem using multi-criteria methods. To handle this problem, four different IF entropy-based weight methods were applied. Their performances were compared and analyzed based on the questionnaires from the survey concerning the quality of life in European cities. The studies show very similar weighting systems obtained by different IF entropy-based approaches, resulting in almost the same city rankings acquired through IFSM by using those weights. The differences in rankings obtained through the IFSM measure (and only by one position) concern the six cities included in the analysis. Our results support the assumption of the equal importance of the criteria in measuring this complex phenomenon.
