O presente artigo tem como objetivo fazer um estudo sobre a advocacytransnacional, por meio de um estudo de caso sobre a mobilização chilena no Sistema Interamericano de Direitos Humanos (SIDH), em torno da temática de justiça de transição. Nesse sentido, busca-se argumentar que o caso chileno foi o percurso em relação a advocacytransnacional na América Latina. Para tanto, foram analisados as informações disponíveis na base de dados do SIDH sobre os Estados sul-americanos do Núcleo de Pesquisa e Estudos em Direitos Humanos da Universidade Federal de Uberlândia (NUPEDH-IERIUFU), sobre os casos processados contra o Estado chileno, com o propósito de analisar o perfil de mobilização contra o referido Estado na Comissão Interamericana de Direitos Humanos. As dinâmicas institucionais e a mobilização do ativismo transnacional, com vistas a alcançar efeitos normativos e estratégicos, foram estudados levando em consideração o contexto de disputa e o uso de oportunidades políticas, tanto para ressignificar as normas como para influenciar a política doméstica.
Qual seria a performance dos Estados Unidos da América na Organização dos Estados Americanos (OEA) na posição de acusado por violações de direitos humanos? A indagação foi ponto de partida da pesquisa empírica, apresentada no artigo, sobre as acusações contra os Estados Unidos na Comissão Interamericana de Direitos Humanos (CIDH/OEA). As denúncias foram analisadas da perspectiva das instituições e da mobilização coletiva, enfatizando, assim, o caráter ao mesmo tempo normativo e estratégico, dinâmico e relacional dos direitos humanos. Embora a CIDH não exerça efeito obrigatório sobre as autoridades nacionais, tensões na política doméstica têm sido geradas pelas respostas positivas da Comissão ao crescente ativismo de cidadãos na apresentação de denúncias, desde os anos 1990, em franco desafio ao comportamento das instituições governamentais norte-americanas.
O artigo investiga o papel das Entidades Fiscalizadoras Superiores (EFS) no acompanhamento da implementação da Agenda 2030. Para tanto, apresenta-se um estudo exploratório da atuação do Tribunal de Contas da União do Brasil no tema, o engajamento do órgão com organizações internacionais, e a sua atuação doméstica. Explora-se as quatro auditorias realizadas pelo órgão sobre a implementação de metas da Agenda 2030, entre 2015 e 2019. Os resultados permitem conclusões sobre o papel desempenhado na observância da adoção dos parâmetros internacionais. Também conclui-se que a Agenda 2030 reforça o mandato e a responsabilidade das EFS.
