Resumo: Com a pesquisa, buscou-se analisar a distribuição do uso de financiamentos entre os estabelecimentos, considerando tais critérios: número de estabelecimentos e participação no valor da produção. Para analisar essa distribuição foram calculados o percentual dos financiamentos utilizados pelos 50% menores e pelos cinco e 10% maiores estabelecimentos, o valor médio financiado e o índice de concentração. Os resultados permitiram concluir que a distribuição dos financiamentos entre os estabelecimentos agropecuários é concentrada, mas tende a refletir as diferenças desses estabelecimentos quanto à sua contribuição para o valor da produção. Tal constatação decorre dos efeitos dos financiamentos do Pronaf, que favorecem os estabelecimentos dos estratos inferiores de área. Na ausência desse programa, a distribuição dos programas governamentais de crédito seria bem mais concentrada. Porém, as mudanças nas regras de operacionalização desse programa, que favorecem agricultores mais capitalizados e as regiões onde predominam, vêm, provavelmente, reduzindo esse efeito. O artigo estuda os efeitos dos fatores determinantes da renda rural, particularmente do capital humano e do capital físico. Além de equações de rendimentos ajustadas para o setor primário, foram analisadas regressões de renda para a população ocupada na indústria e no setor de serviços. Os resultados obtidos revelam que, embora o capital físico seja o principal determinante da concentração da renda agrícola, é a educação o fator que explica a maior parcela da desigualdade de rendimentos nas atividades não-agrícolas e no meio rural como um todo.
The paper analyses the effects of rural income determinants, in particular of human capital and physical capital. Besides the earnings equation estimated for persons occupied in agriculture, the paper also analyzes earnings regressions for persons occupied in the industry and service sectors. The results show that physical capital is the main determinant of earnings in Brazilian agriculture, but schooling is the most important determinant of earnings for persons occupied in rural non-farm activities and for all persons living in rural areas
A desigualdade da distribuição do crédito do Pronaf, entre regiões e tipos de agricultores, tem sido apontada em vários estudos. Para investigar essa questão, a pesquisa analisa a evolução dos financiamentos do Pronaf crédito no País, mediante sua decomposição nos efeitos número dos contratos, valor médio dos contratos e localização geográfica. Os resultados permitiram concluir que, na fase inicial do Programa, houve forte aumento do número de contratos, com dispersão dos financiamentos para estados de agricultura familiar mais pobre, situados principalmente na região Nordeste. Essa expansão prosseguiu até 2006, acompanhada também, desde 2003, de aumento no tamanho médio dos contratos. A partir de então, a expansão do crédito vem se baseando exclusivamente no aumento do tamanho médio dos contratos e na crescente participação de estados de agricultura mais capitalizada em sua distribuição. Em decorrência dessa mudança, que pode estar associada com as mudanças nas normas do Programa, a distribuição dos financiamentos vem se tornando mais desigual.
Resumo: O estudo analisa e busca subsídios para gerar e transferir tecnologias compatíveis com o nível socioeconômico dos apicultores. Os dados foram extraídos a partir do Censo Apícola, englobando 75 municípios com atividade apícola representativa. Foi utilizada a Análise Fatorial para caracterizar o nível tecnológico dos apicultores. Os resultados evidenciaram baixo nível tecnológico. Por meio dos escores fatoriais calculou-se o índice bruto de desenvolvimento. Com valores mais altos desse índice, destacaram-se os municípios de Conceição de Macabu, Areal, Duas Barras, Rio Claro, Cardoso Moreira, Cachoeiras de Macacu, Campos dos Goytacazes, Natividade e Nova Iguaçu. Constatou-se que o grau de escolaridade influenciou positivamente o desenvolvimento dos apicultores. Esse desenvolvimento também foi afetado pela assistência técnica, pelo manejo da troca de rainha e pela prática da apicultura migratória. Dessa forma, a modernização dos apicultores no sentido de melhorar o nível tecnológico, expandir a produtividade e diversificar a produção passa necessariamente pelo nível de conhecimento do apicultor e pela situação socioeconômica. Além da população oficialmente rural do País, a pesquisa abrange as chamadas "cidades rurais", compostas por áreas que, mesmo oficialmente consideradas urbanas, apresentam baixo contingente populacional e densidade demográfica. Os resultados obtidos revelam que as ocupações agrícolas e não-agrícolas contribuem, respectivamente, para a redução e para o aumento das disparidades de rendimentos no meio rural brasileiro. AbstrActThis study analyses the contribution of agricultural and non-farm activities to the inequality of rural income distribution in Brazil, observing two evidences: the participation of each sector in the household earnings of different income strata delimited by percentiles and the decomposition of Gini coefficients. Besides the official rural population, this research includes towns whose population and demographic density are very low. The results show that agriculture and rural non-farm activities contribute, respectively, to reduce and to increase rural income inequalities in Brazil.
