Social forestry is one of the programs delivered by the Indonesian government to distribute forest ownership to society. The program consisted of village forest, customary forest, community forest, a people forest plantation, and partnership for forestry. This study merely focused on the community forest in Indonesia. The purpose of this research is to analyze the context and problems during the implementation process of permit delivery for community forests in Gunungkidul, Yogyakarta, Indonesia. A qualitative method was used in this research to understand the case of community forests in the study site. Data were collected using an interview, non-participant observation, and secondary document. We find that many groups of farmers have not received the permit for forestry management because of regulatory constraints. The problems are induced by many policies in the forestry sector regulating various forms of forest management permits contradicting the principle of the decentralized forest management policy. We recommend to the government to simplify the process of forest permit management, especially for the community forest.
ABSTRAKSuku Laut di Dusun Linau Batu, Desa Tanjungkelit, Kabupaten Lingga awalnya hidup nomaden, pindah dari satu pulau ke pulau yang lain dengan menggunakan sampan yang sekaligus dijadikan sebagai tempat tinggal mereka kini sudah menetap. Jika pada dahulunya mereka terisolir karena kultural, sejak dirumahkan mereka juga terisolir secara struktural. Tahun 2015, Suku Laut di Kepri tidak lagi dikategorikan sebagai Komunitas Adat Terpencil setelah Dinas Sosial Kepri menyatakan Kepri bebas KAT dan menyurati Kementerian Sosial, Direktorat KAT. Hal ini berimbas pada tidak tersentuhnya Suku Laut dari program kemiskinan dan keterisoliran. Penelitian ini dimaksudkan untuk mengidentifikasi berbagai aspek kehidupan sosial-budaya, masalah-masalah sosial dan menyusun prioritas pemberdayaan yang akan dilaksanakan pada Suku Laut. Metode yang digunakan adalah kualitatif dengan cara memperoleh data wawancara, observasi dan dokumentasi. Hasil penelitian menemukan bentuk pengabaian kepada masyarakat Suku Laut. Mereka mengalami persoalan sosial, ekonomi, akses, kelembagaan dan kultural. Tidak diakuinya lagi mereka sebagai komunitas adat terpencil menyebabkan perhatian dan bantuan pemerintah daerah maupun pusat menjadi sangat minim, bahkan untuk beberapa aspek belum terjamah, seperti keahlian melaut masih tradisional menggunakan perahu dayung, pancing dan tombak sebagai alat tangkap. Dampaknya, kehidupan mereka tak pernah lepas dari hutang. ABSTRACTSuku Laut tribe in Linau Batu Hamlet, Tanjungkelit Village, Lingga Regency originally lived as a nomad, moving from one island to another by using a sampan which at the same time served as their residence has now settled. Since long ago, they were isolated because of cultural factors, but since the government program laid off, they were also structurally isolated. Since 2015, Suku Laut are no longer registered as indigenous communities. The isolation and poverty of the Suku Laut is caused by the low attention of the government (untouched by development) and the stereotypes of the local community towards Suku Laut people which make them more retarded. This research is intended to identify various aspects of socio-cultural life, social problems and develop empowerment priorities that will be implemented in Suku Laut. The method used is qualitative by obtaining interview data, observation and documentation. Results of this research found that even though Suku Laut is now settled, it has been recorded administratively, but in fact there are still identified forms of neglect to them. One of them is that they are no longer recognized as remote indigenous communities so that the attention and assistance of local and central government is very minimal, even for some untouched aspects, such as traditional fishing skills using rowing boats, fishing rods and spears as fishing gear. As a impact, their lives have never been separated from debt.
Suku Akit (suku laut) who originally lived as a nomadic person lives in sampan. They have occupied houses on the land. Their houses were obtained through the government program Ministry of Social Affairs. This study described the existence of Suku Akit. They have not only settled/ relocated but also experienced changes in economies such as switching of traditional fishing tools to aquaculture, learning in schools, believing in religion, and having a figure who can bridge of the Suku Akit
The development of New State Capital (IKN),"Nusantara", has been in progress and urgently needs more facilities to support its development like Jakarta, the capital of Indonesia. The development would bring more heterogenity of community after movement which may lead to social conflict. The purpose of this study is mapping the condition of social resillence in the "Nusantara" community and to examine the supporting and inhibiting factors for the development of social resilience. The approach applied in this article was a qualitative literature study, by examining the text from online news. The object of this study was development of IKN and its impact in social resilience. Data were collected through online assessments. After that, data were sorted, categorized, and analyzed. The results of the study show that the social resilience of local people is still weak; great effort is needed to strengthen local people’s resilience too increase ability of them to facie challenges in the IKN.
