Resumo O objetivo do presente artigo é analisar as discrepâncias e lacunas informacionais que produzem uma versão duplamente negligenciada da leptospirose humana na política pública de saúde brasileira. Para alcançar esse objetivo, comparamos dados de morbidade, mortalidade, custos hospitalares e sociais, perfis populacionais, hábitos dos vetores, determinantes sociais de saúde e práticas diagnósticas relacionadas à leptospirose com outra doença de maior reconhecimento no país: a dengue. Nossa análise mostra que a arbitrariedade dos critérios para atribuições de prioridades de intervenção em saúde, a invisibilidade do perfil populacional da leptospirose humana nos dados oficiais da política de saúde e seu caráter clínico mimético corroboram para a produção de uma versão da leptospirose humana que é invisível e, portanto, duplamente negligenciada pela política pública de saúde brasileira. Concluímos que essas discrepâncias e lacunas informacionais relacionam-se ao fato de que a leptospirose humana acomete uma população que o Estado não tem interesse em manter viva.
This article adapts the ethnographic medium of the diary to develop a method for studying data and related data practices. The article focuses on the creation of one data diary, developed iteratively over three years in the context of a national centre for monitoring disasters and natural hazards in Brazil (Cemaden). We describe four points of focus involved in the creation of a data diary – spaces, interfaces, types and situations – before reflecting on the value of this method. We suggest data diaries (1) are able to capture the informal dimension of data-intensive organisations; (2) enable empirical analysis of the specific ways that data intervene in the unfolding of situations; and (3) as a document, data diaries can foster interdisciplinary and inter-expert dialogue by bridging different ways of knowing data.
Use of communication technologies for disaster risk management has brought players together with the aim of avoiding the effects of these phenomena on global public health. This paper analyzes discursive explanations about the use of these technologies in São Paulo, Brazil, given by specialists, managers and volunteers. The results show that informal actions reduce the time taken to issue warnings in chaotic situations; risk communication, although polarized, may operate jointly as a multiple network; and flexible technologies may be adapted to adverse situations and transported to different locations, to meet the demands from the government and civil society. However, are these communication practices based on prevention? To answer the question, we propose that disaster prevention based on harm reduction strategies may be an alternative for those engaged in preventive practices.
O nosso objetivo neste artigo foi descrever e analisar repertórios linguísticos utilizados por pesquisadores da Universidade Federal de Alagoas para falar sobre os riscos de uma indústria química brasileira situada no bairro do Pontal da Barra na cidade de Maceió, Alagoas. Para alcançar esse objetivo, selecionamos as publicações científicas relacionadas ao tema que se encontravam disponíveis em uma base de dados nacional e nas bibliotecas setoriais da referida universidade. Analisamos os repertórios linguísticos, o endereçamento e as estratégias de controle dos riscos da indústria. Os resultados mostram que a produção científica sobre essa temática local é incipiente, que os autores fazem uso das metáforas do risco-perigo, risco-probabilidade e vulnerabilidade para falar dos riscos da indústria, que os trabalhadores da indústria são sujeitos ocultos nas publicações e que não há referên -cia de ações de prevenção e estratégias de controle dos riscos por parte da população.
