As restrições do orçamento da Marinha do Brasil podem reduzir o volume de serviços de saúde prestados pelo Sistema de Saúde da Marinha, apesar de existir uma maior capacidade de resposta das novas tecnologias de assistência e de aumento do número de usuários contribuintes. Este artigo tem o objetivo de avaliar os hospitais navais da Marinha do Brasil no período 2000-2008 à luz dessas preocupações, com vistas a sugerir melhorias pró-eficiência no uso dos recursos produtivos do Sistema de Saúde da Marinha. Calculada uma fronteira de eficiência de sete hospitais navais com o auxílio da Análise Envoltória de Dados (Data Envelopment Analysis – DEA), os hospitais navais relativamente eficientes foram usados como benchmarks para calcular os planos de operação pró-eficiência dos demais. A hipótese markoviana foi utilizada na análise da transição dos hospitais navais entre os estados de eficiência e de ineficiência no longo prazo.
ResumoA partir da década de 1990, a economia brasileira passou por reformas estruturais e liberalizantes, além de intensa internacionalização produtiva. Este trabalho explora em que medida a maior participação do IED ajudou ou inibiu o processo de mudança estrutural na indústria, analisando a existência ou não de transbordamento -spillover -de produtividade, a partir da presença de empresas transnacionais em cinco cadeias produtivas selecionadas no período de 1998 a 2003. Através da análise de painel com microdados das empresas industriais, os resultados indicaram a existência de vantagens competitivas das ETNs em relação às empresas locais. Esse diferencial de desempenho, no entanto, não se mostrou uma fonte de transferência de conhecimento tecnológico que pudesse refletir em ganhos de produtividade para as empresas fornecedoras domésticas. Além disso, os efeitos sobre as cadeias produtivas mostraram-se heterogêneos. De modo que esse resultado pode ajudar no desenvolvimento de instrumentos de política industrial seletiva.

ResumoE ste trabalho avalia a estratégia de expansão do Instituto de Pesquisa Clínica Evandro Chagas da Fundação Oswaldo Cruz -IPEC/FIOCRUZ para promover a pesquisa por meio de ações integradas (PAIs) de pesquisa clínica de doenças infecciosas. Foram avaliadas oito PAIs no período [2002][2003][2004][2005][2006][2007][2008]. A Análise Envoltória de Dados -DEA foi usada para calcular uma fronteira efi ciente e indicar os planos de operação para conduzir as PAIs inefi cientes à fronteira. A hipótese markoviana foi utilizada na análise da transição das PAIs entre os estados de efi ciência e inefi ciência, no longo prazo. Merecem destaque as seguintes conclusões: a PAI é uma estrutura factível e efi ciente de produção conjunta de assistência, ensino e pesquisa; é possível guiar as escolhas de curto-prazo dos gerentes, quantifi cando a mudança do mix de produtos que resultaria da estratégia pró-efi ciência; e, no longo prazo, a proporção de PAIs inefi cientes poderá aumentar, caso não sejam adotadas medidas gerenciais adequadas.

Diversification as an Expansion Strategy in a Public Research Institution:an evaluation using the dea model for efficiency analysis Abstract I n order to provide support to public health initiatives in Brazil, Evandro Chagas Clinical Research Institute (IPEC/FIOCRUZ) endeavours to integrate clinical research, technological development, education and the production of services in the fi eld of infectious diseases. To assess the performance of this model, in this work we evaluate eight IPEC Integrated Actions ( PAIs) in the period 2002-2008, using Data Envelopment Analysis -DEA for the calculation of an effi ciency border and to suggest the required changes in operation plans. Markovian analysis indicated the number of ineffi cient PAIs in the long run. Conclusions were in the sense that: the new format has disclosed the existence of effi cient organisational paths; DEA models may be used to routinely follow up performance, to reinforce commitment and to promote pro-effi ciency solutions; and a smooth tendency of effi ciency loss in the long run could be identifi ed.Keywords: Strategic research in health.
