Resumo: O processo de terceirização de serviços logísticos (TSL) é considerado incipiente na gestão das organizações, não só pelas suas questões operacionais como também pelas dificuldades de se criar elos com a estratégia da empresa. O presente estudo teórico, fundamentado na Teoria Baseada em Recursos, visa propor umAbstract: The process of Outsourcing Logistics Service (OLS) is deemed incipient in the management of organizations, not only because of the operational problems it presents, but also of its difficulties fitting into the company's overall strategy. The present theoretical study, building on the resource-based view of the firm, aims to propose a framework that guides managers in developing strategies to OLS starting from the operational structure to establish the necessary resources, capabilities, and routines. In addition, taken into account is the importance of analyzing risks and resilience in the environment, concomitantly with the analysis of the operational structure. Thus, four questions were developed, aimed at leading operations managers to reflect on the development of the strategy. The framework proposed for OLS considers the supply chain management department as the main interlocutor of the strategy. This framework can be adapted according with the necessity of the contracting company, and its main intention is to enable the establishment of a project that contemplates the necessary resources, the capabilities (criteria), and the operational routines (subcriteria) for the selection of a logistics service provider in the market, one which truly addresses the needs of the organization. This framework is already intrinsic in the practical actions of the authors, because of their extensive advisory activity over the last five years in OLS to logistics service provider. In addition, it is worth mentioning that so far in the tacit applications of this framework there has been no application similar to another.
ResumoEste trabalho apresenta os resultados de um estudo quantitativo, de natureza empírico-exploratória, sobre a percepção da importância das práticas e estruturas que promovem o alinhamento dos projetos com a estratégia nas organizações. O estudo foi realizado por meio da aplicação de um questionário eletrônico a profissionais envolvidos em projetos. A revisão da literatura que sustenta o estudo procurou sintetizar e organizar as principais teorias e modelos propostos a respeito desse tema.
Este artigo é resultado de uma pesquisa cujo objetivo foi identificar diferenças na maturidade de gestão de projetos de sistemas de informações em tecnologia da informação (TI/SI) nas diferentes organizações. Foram aplicados questionários eletrônicos para mensurar a percepção de profissionais sobre a maturidade dos projetos de TI/SI em sua organização. Compreende a análise de 56 organizações com atuação no Brasil, envolvendo os setores de serviços, comercial e público, inclusive o terceiro setor. A pesquisa se desenvolveu durante o ano de 2011 e foi apoiada por um framework conceitual construído com base em vários trabalhos empíricos sobre o tema, principalmente o OPM3Ò. O artigo apresenta resultados que evidenciam que a maturidade de gestão de projetos de TI/SI das organizações não apresenta diferença significativa entre os setores. No entanto, aponta evidências de que grandes organizações possuem maior maturidade em gestão de projetos TI/SI.
As Gonçalves (2007) has pointed out, over the course of the 20 th century logistics grew from having a fragmented and diluted profile within organizations to playing a key role in the strategy of the networks and chains of international business. In the 21 st century, as will be shown in this article, logistics will expand these functions to include social and political roles in international relations. The installation of a port in East Africa on the Red Sea is the critical incident examined during a technical mission undertaken by a researcher in 2009. In the shape of a checklist, this survey pointed out major barriers in infrastructure, information, rules, and norms. Results indicated crucial constraints in infrastructure and institutional opportunities, which have an impact on the implementation of new developments there. The gradual development of the organizational arrangement of a complex undertaking such as building a port can play a key role in alleviating the underdevelopment of African countries.
The article studies public sanitation services - in as much as solid domestic waste is concerned - within the municipality of São Paulo and employs as base year, that of 2010. Highlights include issues related to the current waste management model in the region and solutions are proposed to those deemed most critical, utilizing as benchmarks, adequate treatments conducted at other globalized cities. The bibliographical review seeks to elucidate concepts that are most aligned with the theme under study. Information concerning the management of solid domestic waste and reverse logistics in the private sector was gathered, whilst findings as to impairments observed in the municipality are listed. Local and international success cases concerning waste disposal were studied with views to encountering sources of potential improvements. It is understood that the adequate destination of residues, by means of recycling, composting or generation of fuels, calls for the population´s commitment in terms of developing separation and waste disposal habits, municipal administration involvement - in as much as supplying the required resources is concerned to ensure progress of alternatives - and finally, cannot do without reverse logistics actions undertaken by producing companies, in full compliance with existing federal rulings. In the quest to expand discussions concerning solid waste, the article attempts to include this matter - in a more effective manner - within strategic and investment decisions taken by both the public and private sectors.
