Introduçãotualmente, está em processo no Brasil uma busca pela democratização das relações de trabalho no setor público. Para que isso aconteça é necessário que sejam reconhecidos e regulamentados direitos trabalhistas dos servidores públicos. Entre os principais direitos dos trabalhadores estão a liberdade sindical, o direito a greve e a negociação coletiva, considerados esses os três pilares do tripé fundamental da democracia na relação entre servidores e Estado.O governo brasileiro, mostrando-se disposto a democratizar as relações de trabalho no setor público, assinou a Convenção n.151 da Organização Internacional do Trabalho (OIT) que trata justamente desse tripé. Porém, passados já quatro anos da ratificação, as leis ainda não foram adaptadas para cumprir os direitos garantidos pela Convenção.Este artigo tem como objetivo mostrar a importância da regulamentação da liberdade sindical, do direito à greve e da negociação coletiva. Além disso, se propõe a analisar os avanços e retrocessos em torno especificamente da negociação coletiva no setor público, direito dos trabalhadores que, diferentemente do caso do setor privado, não está garantido por nenhuma lei.A seção que segue discorre sobre o processo de ratificação da Convenção n.151 no Brasil e as dificuldades em criar leis internas que a regulamentem para dar efetividade à mesma. A seção posterior trata da evolução da democratização das relações de trabalho no serviço público brasileiro nos seus aspectos legais e políticos. E a última seção aborda a expectativa do movimento sindical brasileiro e analisa a minuta do projeto de lei sobre a regulamentação da Convenção n.151 elaborada pelas centrais sindicais e encaminhada à Secretaria Geral da Presidên-cia da República em novembro de 2012. Como de praxe, o artigo termina com as Considerações finais.
resumo No início do século XXI houve um melhora nos indicadores do mercado de trabalho da América Latina em comparação aos anos 1990. Neste artigo pretendemos verificar em que medida é possível vincular esses resultados à manutenção ou à reorientação da política econômica. Para tanto, escolhemos três países, Venezuela, Brasil e Colômbia, que acreditamos tenham praticado, nesse começo de século, distintas estratégias de desenvolvimento econômico.
