Por meio das unidades de atenção básica à saúde, é possível tratar as enfermidades na sua fase inicial. Observa-se um aumento do investimento do governo federal neste tipo de estratégia, com o objetivo de reduzir o fluxo de pacientes nos grandes hospitais. As UBS estão inseridas no Programa Saúde da Família e são voltadas para o atendimento da população mais carente. Por esse motivo, é necessária uma alocação eficiente destes postos, no sentido de melhorar a oferta do serviço de saúde. Este tipo de decisão, entretanto, é tratada de forma empírica pelos gestores municipais, abordando alguns aspectos que podem não retratar a necessidade ou a amplitude deste serviço, ou serem ainda insuficientes para definir a alocação. Este artigo tem por objetivo propor um modelo de alocação das Unidades Básicas de Saúde, baseado na abordagem multicritério de apoio à decisão, tendo como estudo de caso um município do Estado do Rio Grande do Norte, Brasil. A proposta desenvolvida irá subsidiar o processo de alocação das novas UBS e também servirá para avaliar as alocação das atuais UBS's. The Basic Health Units (UBSs) are responsible for the treatment of diseases in their initial phase. It is possible to observe that there is an investment by the Brazilian government into this kind of strategy in health policies. These kinds of actions aim to reduce the number of patients being sent to hospitals, because the low and medium priority problems can be treated at a UBS. The UBSs are related to the Family Health Program (PSF) with the objective of serving the poorest population. The government must allocate these units efficiently, to improve the services and serve more people. However, this kind of decision is made by the empirical knowledge of municipal managers. This paper proposes a model to rationalize this decision process using the multiple criteria decision aid approach to allocate these units in a city in the west region of Rio Grande do Norte State, in Brazil. We can conclude that the model developed prioritizes the neighborhoods with the greatest need for healthcare, using the value system of the city's health department.
A evolução dos índices de violência implica a adoção de estratégias para a proteção da população. As políticas de segurança pública devem focar a segurança preventiva, que tem o potencial de reduzir os índices de criminalidade. A alocação de postos de observação da polícia militar contribui para o aumento da segurança. Entretanto, dada a limitação de recursos, o número de unidades de observação é reduzido na maioria das cidades brasileiras. Uma alocação eficiente destes recursos é necessária para assegurar um uso racional dos agentes de segurança. Vários aspectos influenciam a decisão de instalação destas unidades, tornando este processo complexo. A abordagem multicritério é adequada para este tipo de processo decisório pois permite gerar e consolidar os conhecimentos do decisor. Os resultados obtidos apontam a alocação dos unidades de observação nos bairros mais que têm maior déficit social e maiores taxas de violência. Este trabalho formalizou o conhecimento tácito do gestor em conhecimento explícito. Com isso, as informações contidas no presente estudo podem ser disponibilizadas para outros gestores públicos que necessitem tomar este tipo de decisão. Segurança pública. Public safety policies should be focused on preventive security, which has the potential to reduce crime rates. The allocation of the police observation posts contributes to an increase in safety. However, given limited resources, the number of observation units has reduced in most Brazilian cities. Therefore, efficient allocation of these resources is necessary to ensure rational use of security agents. Several aspects influence decisions related to where to install these units, complicating this process. The multiple criteria approach is appropriate in this type of decision-making process, because it allows the decision maker to generate and consolidate knowledge. The results indicate that the most suitable neighborhoods are those with higher rates of violence and greater social gaps. This work presents some benefits to the area of public security, since it formalizes tacit knowledge into explicit knowledge.
