El presente artículo analiza la evolución de las políticas públicas orientadas a resolver los problemas que se generaron en el mercado laboral (desocupación, informalidad y pobreza) durante las últimas décadas en Argentina. Se problematizan las interacciones entre actores claves (gobiernos y organizaciones) en la formación de las mismas, prestándose especial atención a dos programas; el Programa de Ingreso Social con Trabajo (2009) y el de Transición al Salario Social Complementario (2016). Entre las fuentes primarias se analizan datos estadísticos de carácter nacional (provenientes de diferentes fuentes oficiales y privadas), entrevistas en profundidad a referentes de las organizaciones y análisis de discurso de las políticas. Se muestra como estas complejas interacciones colaboraron con la ampliación, consolidación y transformación de un nuevo sujeto/objeto de aquellas políticas: «los trabajadores de la economía popular». Se concluye con la necesidad de ver las potencias transformadoras a la vez que los límites que las políticas conllevan.
La autora describe las estrategias narrativas del gobierno de Cambiemos en la Argentina, a la luz de nuevas formas de la política en el mundo. Reflexiona sobre los intentos de construcción de una subjetividad social que tiene como nudo pletórico el retorno al individuo feliz, trabajador y emprendedor.
El retorno del sujeto político en América Latina durante los primeros años del siglo XXI ha sido acompañado por la rearticulación de lo popular con lo democrático. Mientras el imperio de la democracia liberal en la tercera ola de las democracias suponía el protagonismo de figuras individuales (como el votante y el ciudadano), esta cuarta se sostuvo también sobre otras lógicas colectivas (el derecho y la soberanía popular). En Argentina y Bolivia, los movimientos asociados a demandas laborales y acceso a recursos básicos (como alimentos, subsidios, agua y gas) lograron dislocar la escena pública. Además, tuvieron éxito en plantear un litigio en torno al rol de la soberanía popular, cobrando identidad frente a un enemigo común. No obstante, mientras en un caso tuvieron capacidad de establecer un programa común en contra de un enemigo, en otro caso no pudieron hacerlo. Las estrategias de los sujetos políticos fueron diferentes. Para mostrar estas diferentes se recuperan, de manera crítica, autores ligados al posestructuralismo como Laclau, Rancière y Zizek. While the liberal democracy on the third wave of democracies the principal roll was for two figures-the voter and citizenship-, this forth was laid in other collectives logics-the logic of right and popular sovereignty.-The Bolivian and Argentinian movements bring on the public scene demands related with the workers and access to resources as food, subsidies, water, and gas. These claims were successful on dislocate the community and also to bring the problem of "popular sovereignty". These movements established their political identities as they named a public enemy. Despite of these similarities, they were different political subjects because theirs strategies and ways to found litigation. In order to show these differences, the paper will debate with poststructuralist authors as Laclau, Ranciere and Zizek.
Crisis política y conflicto social en Argentina: Alcances y límites de un tipo de participación política no convencional María Antonia MuñozEsto es lo que implica el proceso democrático: la acción de sujetos que trabajando sobre el intervalo entre identidades, reconfiguran las distribuciones de lo privado y lo público, de lo universal y lo particular (Rancière 2006, 89).Resumen: En muchos países de América Latina y en particular, en Argentina, la década de los noventa fue comúnmente caracterizada por el triunfo de la ideología neoliberal. Aquellas tendencias son actualmente contrarrestadas tanto en el lenguaje como en las acciones. Los mercados sin controles y el Estado mínimo -pares que se solían utilizar como inseparables de la democracia -son actualmente puestos en el lugar de los enemigos del 'pueblo'. En Argentina, el giro se generó en el contexto de una profunda crisis política y económica que dio lugar en los años 2001 y 2002 a la aparición de la consigna 'que se vayan todos, que no quede ni uno solo'. En el artículo se estudiará la crisis poniendo especial atención al antagonismo que expresó esa consigna. Se describirá y evaluará el tipo de conflicto político que se desarrolló, contrastándolo con algunos conceptos teóricos propuestos por la teoría de la hegemonía.
