Nas últimas décadas, a temática da emergência climática começou a permear a política ambiental brasileira. Por conta de sua alta biodiversidade e de sua importância ambiental para o mundo, o Brasil passou a criar e a gerir ações públicas de combate às mudanças climáticas e de adaptação e regulação de eventos climáticos extremos (JA-COBI e ARRUDA FILHO, 2021). Historicamente, tem-se a criação em 1996 do Programa Nacional de Mudanças Climáticas, do Fórum Brasileiro de Mudanças Climáticas (FBMC) em 2000 e da Política Nacional de Mudanças Climáticas (PNMC) da Comissão Interministerial de Mudança Global do Clima nos anos seguintes. Em paralelo a isso, a participação do Brasil nas COPs sempre se deu de forma proativa e propositiva, tendo o país conquistado destaque em várias das reuniões, sobretudo na proposição da criação do Fundo de Desenvolvimento Limpo, ideia embrionária do posterior Mecanismo de Desenvolvimento Limpo, atual base do Mercado de Créditos de Carbono no mundo.No entanto, o revés que a atual gestão do Governo Federal impõe à questão climática brasileira é dilacerante e coloca em risco todo o percorrer da política do clima no país. A crise no Ministério do Meio Ambiente somada a discursos com teor negacionista e anticientífico, fizeram com que a participação do país na COP 26, ocorrida em Glasgow, no ano de 2021, fosse pífia e retrógrada. Com um discurso de "correção" das falhas ambientais cometidas anteriormente na questão ambiental brasileira, os representantes da atual gestão participaram do evento de forma a tentar atenuar as emissões gigantescas de gases do efeito estufa ocorridas durante o ápice do período pandêmico, indo em contramão aos demais países. Com promessas de reduzir pela metade as emissões até o ano de 2030 e de zerar o desmatamento até 2028, a atual gestão entra com um discurso que se choca fortemente com o incentivo a projetos de lei que regularizam áreas desmatadas e afetam diretamente territórios indígenas.Com perspectivas de leves melhoras em relação às participações nos anos anteriores, a Câmara dos Deputados avaliou os acordos de desmatamento zero e de redução de 30% na emissão de metano até 2030, ambos não obrigatórios, selados no ano passado, como avanços técnicos nesse sentido, embora com crítica ao excesso de influência do agronegócio nas negociações. Seis meses após, no entanto, tais acordos não estão sendo cumpridos, tendo inclusive a quantidade de desmatamento aumentada para mais 1000 km² na Amazônia só no mês de abril, de acordo com o Instituto Nacional de Pesquisas Espaciais (INPE, 2022).E, sob este panorama, o Brasil segue para a COP 27, a ser realizada em novembro na cidade de Sharm el-Sheikh, no Egito. O sexto relatório do IPCC trouxe um forte alerta para a questão climática no mundo. O aviso chega em um cenário de desastres naturais que se espalharam ao redor do mundo nos últimos meses. A complexidade desse processo de transformação de um planeta, não apenas crescentemente ameaçado, mas também diretamente afetado pelos riscos socioambientais e seus danos, é cada vez mais notória. A emergência climática foi uma das grandes pautas de 2021, marcando importantes eventos internacionais relacionados à temática. Na América Latina e no Caribe, as inundações são o tipo de desastre mais comum desde o ano 2000. O debate sobre justiça e desigualdades sociais relacionadas às mudanças climáticas se intensificou ao longo da última década, devido à crescente incidência de eventos climáticos extremos. A injustiça climática advém da exposição de populações pobres a alterações climáticas criadas e exacerbadas pela atividade degenerativa humana. No Brasil, aproximadamente 85% dos desastres naturais estão relacionados às chuvas ou à falta delas. O país apresenta um histórico de tragédias climáticas relacionadas a esse desequilíbrio hídrico. A construção de uma justiça climática brasileira se faz necessária por meio da criação de políticas públicas e de planos de ação nesse sentido.
In recent decades, the issue of climate emergency began to permeate Brazilian environmental policy. Due to its high biodiversity and environmental importance to the world, Brazil started to create and manage public actions to combat climate change and adapt and regulate extreme weather events (JACOBI e ARRUDA FILHO, 2021). Historically, the National Climate Change Program was created in 1996, the Brazilian Forum on Climate Change (FBMC) in 2000, and the National Climate Change Policy (PNMC) of the Interministerial Commission on Global Climate Change in the following years. In parallel with this, Brazil's participation in the COPs has always been proactive and purposeful, with the country having gained prominence in several of the meetings, especially in the proposal to create the Clean Development Fund, an embryonic idea of the later Clean Development Mechanism, the current base of the Carbon Credits Market in the world.However, the setback that the current administration of the Federal Government imposes on the Brazilian climate issue is heartbreaking and puts the country's entire course of climate policy at risk. The crisis in the Ministry of the Environment, together with speeches with negationist and unscientific content, made the country's participation in COP 26, which took place in Glasgow in 2021, insignificant and retrograde. With a speech of "correction" of the environmental failures committed previously in the Brazilian environmental issue, representatives of the current government participated in the event in order to try to diminish the gigantic emissions of greenhouse gases that occurred during the peak of the pandemic period, going against the other countries. However, with promises to reduce emissions by half by the year 2030 and to eliminate deforestation by 2028, the current administration enters with a speech that strongly clashes with the incentive to bills that regularize deforested areas and directly affect indigenous territories.With perspectives of slight improvements concerning participation in previous years, the Chamber of Deputies evaluated the agreements on zero deforestation and a 30% reduction in methane emissions by 2030, both non-mandatory, signed last year, as technical advances in this regard, although with criticism of the excessive influence of agribusiness in the negotiations. Six months later, however, such agreements are not being complied with, and the amount of deforestation increased to over 1000 km² in the Amazon in April alone, according to National Institute for Space Research (INPE, 2022).Furthermore, under this scenario, Brazil is heading to COP 27, to be held in November in Sharm el-Sheikh, Egypt. From a political perspective of a dictatorial government that came to power through a coup in 2013, the host country has severe restrictions on public demonstrations, common in other COPs, in addition to persecuting the press, raising the alarm for members of civil society who will participate.
