This paper discusses some features of financial institutions and instruments which originated the financial crisis triggered by increasing default rate, household real estate and financial asset depreciation combined with U.S. subprime mortgages. The first part presents major crisis events in a chronological order. The second part describes the interconnection of the institutions and markets which engendered a global shadow financial system. The third part focuses on an overview of measures taken by government authorities and large banks to bring about possible solutions for the global financial crisis.
RESUMOO artigo procura demonstrar que o modelo macroeconômico brasileiro tem sido capaz de produzir ciclos econômicos que acompanham os movimentos de expansão e retração da liquidez e do comércio mundiais, mas não tem conseguido recolocar o país no caminho do desenvolvimento econô-mico e social. Sustenta-se que as políticas cambial, monetária e fiscal são contraditórias e concorrem para bloquear o crescimento sustentado, a resolução dos pontos de estrangulamento na infra-estrutura e a expansão do gasto social.PALAVRAS-CHAVE: política macroeconômica brasileira; crescimento econômico; desenvolvimento. SUMMARYThis article supports the thesis that the Brazilian macroeconomic model has proven to be capable of creating economic cycles, which follow expansion and retraction movements of liquidity and world trade. However, it has not been able to bring back the country to the economic and social development pathway. The exchange, monetary and fiscal policies are contradictory and contribute to obstruct a sustained growth, the tackling of infrastructure constraints, and the expansion of social expenditure.
A crise financeira iniciada com a elevação da inadimplência e a desvalorização dos imóveis e dos ativos financeiros associados às hipotecas americanas de alto risco (subprime) recolocou em debate a arquitetura do sistema financeiro americano e internacional, seus potenciais riscos sistêmicos e seus mecanismos de supervisão e regulação. Uma grande variedade de instituições financeiras frouxamente reguladas e displicentemente supervisionadas passou a constituir a contraparte da transferência de riscos de crédito do sistema bancário e a carregar riscos crescentes. O artigo procura discutir a interação dessas instituições financeiras, incluindo algumas características do principal palco dessa interação -os mercados de balcão -e a utilização de determinadas inovações financeiras que amplificaram a crise. SUMMaRyThe financial crisis triggered by increasing default rate, real estate devaluation and financial asset depreciation combined with U.S. subprime mortgages brought about the debate over the framework of the U.S. and international financial systems, their potential systemic risks, and their regulatory and supervisory mechanisms. A great variety of financial institutions which were poorly regulated and badly supervised changed into the counterpart of the credit risk transfer from the banking system and started to hold increasing risks. This paper deals with the interaction of these financial institutions, including a description of some features of the major stage in this process -the so-called over-the-counter (OTC) market -and the use of financial innovations which amplified the crisis. It also aims to clarify the need for improvements in terms of regulation and supervision considering the complexity and opacity of these institutions and markets. RESuMO: Este artigo examina as atuais estratégias de desenvolvimento da China, que enfrenta um período de transição interna -em virtude das contradições do seu regime de crescimento -, e redefinições das relações com o restante do mundo que vem desencadeando um processo de reconfiguração da ordem mundial (transição internacional). Dois dos principais eixos dessa estratégia chinesa são a ampliação do uso do renminbi no âmbito mundial e a internacionalização do capital chinês por meio dos megaprojetos de infraestrutura, notadamente no entorno asiático. This country has been facing a domestic transition period -resulting from contradictions of its current growth regime -and a redesign of its relations with the rest of the world that has promoting a process of reconfiguration of the world order (international transition). Two major axes of this Chinese strategy are the extension of the usage of renminbi to a global level and the internationalization of the Chinese capital through infrastructure megaprojects, chiefly in Asian surroundings.
Resumo -Este artigo procura analisar as principais tendências e transformações no sistema monetário-financeiro dos Estados Unidos após 1980, tendo como pano de fundo o processo de concorrência entre as instituições financeiras, por meio de novos instrumentos, bem como a interação com o ambiente institucional e regulatório. O artigo discute a perda relativa de posição do sistema bancá-rio e a ascensão dos investidores institucionais na estrutura do sistema financeiro americano, bem como a expansão dos novos instrumentos de dívida e do mercado de capitais. O avanço das finanças diretas imprime sua lógica de gestão da riqueza e do crédito, a partir da diversificação dos portfólios de ativos, aos grandes bancos norte-americanos. Esse processo tem sido acompanhado pelo aperfeiçoamento dos modelos e técnicas de monitoramento, mitigação e transferência de risco. A generalização das formas de gestão de ativos pelos grandes investidores (bancos, corporações, investidores institucionais, hedge funds) e dos modelos de monitoramento de risco resultam em minicrises globais recorrentes.Palavras-chave -sistema financeiro americano, investidores institucionais, bancos universais, EUA.JEL -G21, E44.
