Resumo: O presente artigo tem como objetivo investigar de forma crítica e qualitativa o discurso da política educacional de formação de professores à distância, que se insere no quadro da maioria dos projetos de educação superior a distância em andamento no país, procurando para isso trabalhar duas questões: 1) Compreender a criação e funcionamento do Programa de Formação Inicial para Professores do Ensino Fundamental e Médio (Pró-Licenciatura) e da Universidade Aberta do Brasil (UAB), tendo como objeto os cursos de licenciatura em geografia; 2) Entender como essa configuração influenciada por políticas de organismos internacionais, sob a aparência de ampliação do acesso à educação, se apresenta atualmente na base do processo de privatização da educação brasileira, configurando-se pela ausência de institucionalização da educação a distância no sistema publico de ensino superior Palavras-Chave: Universidade aberta do Brasil; Educação a distância; Pró-Licenciatura; Institucionalização Abstract: This article aims to investigate in a critical and qualitative way the discourse of educational policy of distance teacher training, which is part of the majority of distance education projects in progress in the country, seeking to address two questions: 1) To understand the creation and operation of the Initial Training Program for Primary and Secondary School Teachers (Pro-Licenciatura) and the Open University of Brazil (UAB), with the purpose of undergraduate courses in geography; 2) To understand how this configuration influenced by policies of international organizations, under the appearance of broadening access to education, is currently the basis of the privatization process of Brazilian education, being configured by the absence of institutionalization of distance education in the public system of higher education.
