Este artigo tem o objetivo de estudar a montagem de agenda na formulação do Plano de Bacia Hidrográfica no Comitê Itajaí. Em termos metodológicos, consiste numa pesquisa de estudo de caso qualitativo, documental e de campo, que utilizou, como métodos de coleta de dados, a pesquisa documental e a entrevista. Estudou-se o caso da decisão de cobrança pelo uso dos recursos hídricos, ao qual se aplicou o modelo de múltiplos fluxos Kingdon (2003) com o intuito de compreender a dinâmica da ação dos agentes envolvidos, em que a combinação do fluxo de problemas, do fluxo de políticas e do fluxo político levou à abertura de uma janela de política. Assim, os usuários de recursos hídricos, atuando como empreendedores de política, utilizaram a janela de política para modificar a fórmula de cobrança originalmente proposta pela diretoria do Comitê, assim, garantindo um instrumento mais adequado aos seus interesses.
O presente artigo tem por objetivo recuperar o debate ocorrido nos Estados Unidos em torno das big questions ou questões centrais que norteiam o estudo da Administração Pública, para, a partir disso, trabalhar com uma proposta de questões para o caso específico do Brasil. Parte-se do pressuposto de que as condições econômicas, políticas e sociais em que opera a Administração brasileira são de tal ordem que é preciso construir questões específicas para a realidade do país, portanto, é necessário iniciar o debate em torno de quais questões constituem uma agenda de pesquisa para a Administração Pública no Brasil. O método consistiu na realização de uma pesquisa bibliográfica, sem pretensão de esgotar o assunto nem tampouco de efetivar um estudo bibliométrico sobre o tema; as contribuições de autores brasileiros foram selecionadas buscando-se autores reconhecidos no tema. O artigo apresenta, como seu quadro teórico, uma síntese das contribuições para o debate sobre as big questions nos Estados Unidos, feitas por Behn, Neumann Jr. e Kirlin, bem como da análise realizada por Callahan a partir desses trabalhos; observa-se a inexistência de um consenso entre os autores sobre quais devam ser essas questões, ainda que se perceba uma concentração dos estudos e debates em determinados temas, como o gerenciamento de organizações públicas, a construção de um campo científico de estudos, as relações entre a Administração e o sistema político da nação, indicando, dessa maneira, que o debate se encontra em aberto. Desenvolve-se também uma análise do papel desempenhado por questões centrais de pesquisa na constituição de um campo de estudo, observando-se o quanto estas influenciam na formação de uma agenda de pesquisa; procurou-se satisfazer a necessidade de justificar teoricamente um estudo das questões centrais para a Administração brasileira a partir dessa discussão, em que o trabalho passa a focalizar aspectos associados à filosofia da ciência, sem, entretanto, analisar questões como a constituição de um campo de estudo científico. Dentro desse contexto, como resultado do artigo, desenvolve-se uma proposta de questões centrais para o estudo da Administração brasileira, construída a partir dos eixos propostos no debate norte-americano e desenvolvida com base em reflexões de estudiosos brasileiros da área. As questões propostas referem-se ao problema da atuação da Administração Pública na sociedade como produtora de bens e serviços e como indutora do desenvolvimento econômico, à relação entre burocracia e democracia, e ao foco do estudo que deve ser utilizado na área, considerando-se as significativas contribuições dadas por diferentes ciências. Essas questões trabalham com aspectos gerenciais, políticos e teóricos e devem ser encaradas como o início de uma discussão mais profunda a respeito do campo de estudo no Brasil, delimitando-lhe as fronteiras e auxiliando na construção de estratégias de pesquisa. Considera-se que a contribuição do artigo deva ser medida não pelas questões propostas, e sim pela sua capacidade de trazer à discussão questões teóricas que construam uma agenda de pesquisa para a Administração Pública brasileira.

A Lei Nº 9.433/1997 estabeleceu que um dos instrumentos de gestão de recursos hídricos no Brasil seria a cobrança pelo uso, e determinou que a responsabilidade por instituí-la caberia aos Comitês de Bacia. Em Santa Catarina, o Comitê da Bacia do Rio Itajaí-Açu aprovou seu Plano de Bacia em 2010, no qual está prevista a cobrança pelo uso como um meio para financiar as ações necessárias à preservação e uso sustentável dos recursos hídricos, tendo definido uma fórmula de cobrança por meio da participação dos segmentos interessados. No entanto, passados dois anos da aprovação do Plano, a cobrança ainda não foi implementada na Bacia, devido à falta de uma legislação estadual que regulamente esse instrumento. A pesquisa realizada, baseada em análise documental e entrevistas, indica a existência de apoio à ideia da cobrança entre os representantes dos diferentes segmentos que compõem o Comitê, mas ainda assim não há sinais de que o instrumento venha a ser regulamentado num futuro próximo.
