Na última década, o Banco Mundial tem redefinido sua atuação no campo internacional da educação, orientada particularmente a subsidiar as políticas públicas na periferia do capitalismo, a partir de uma dupla perspectiva. De um lado, o foco nas aprendizagens permitiu uma redefinição do lugar e do escopo dos sistemas educacionais no conjunto das estratégias educacionais nacionais na perspectiva do “desenvolvimento” e do “combate à pobreza”. De outro lado, a agenda de “desenvolvimento” proposta tem incorporado a perspectiva de um novo behaviorismo, com foco na modelagem das condutas da população para a promoção de processos de tomada de decisões que permitam aos pobres sua inserção produtiva ou, pelo menos, uma adaptação positiva para contextos cada vez mais adversos. O presente artigo propõe uma análise dessa nova estratégia, tomando como referência os documentos mais recentes produzidos pelo Grupo Banco Mundial, examinando seus pressupostos e implicações sobre as políticas de educação e outras políticas públicas desenvolvidas nos países da periferia do capitalismo.
<span style="font-size: 10pt; font-family: Garamond; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: PT-BR; mso-fareast-language: PT-BR; mso-bidi-language: AR-SA;">Este artigo tem uma dupla e concomitante finalidade: homenagear Nicos Poulantzas (1936-1979) no ano do transcurso dos trinta anos de sua morte, apresentando uma leitura das suas contribuições ao estudo do Estado e das políticas sociais no capitalismo, e ressaltar aspectos da atualidade do seu pensamento para a compreensão da formulação e do desenvolvimento das políticas sociais <span style="mso-bidi-font-weight: bold;">de nossa época, caracterizada </span>pela vigência de um novo imperialismo.</span>
Neste artigo, após um breve percurso conceitual sobre o processo contemporâneo de empresariamento da educação, trataremos da atuação da Corporação Financeira Internacional – IFC, braço de financiamento empresarial do Grupo Banco Mundial, na promoção da criação de mercados de “oportunidades de aprendizagem”, conforme as orientações de políticas definidas na sua Estratégia 2020: “Aprendizagem para Todos”. Examinaremos o caso da Plataforma Coursera, caracterizado como “de sucesso”, como exemplo paradigmático e representação modelar da concepção de educação estimulada por este organismo.
