In the last few years, Indonesia and many other countries have been increasing their innovations. As an appreciation of the implementation of innovations carried out by Government agencies, in 2014, the Ministry of State Apparatus Empowerment and Bureaucratic Reform began to hold the Public Service Innovation Competition (KIPP). The purpose of the studies is to describe the trend of public service innovation in 2014-2019 based on the innovators, innovation categories, and sectors. The archival method is used to analyze top public service innovations from the KIPP annual event held by the Ministry of State Apparatus Empowerment and the Bureaucratic Reform Republic of Indonesia in 2014-2019. Furthermore, the innovation data were filtered based on the innovators and focused on innovations from Ministries, Government Institutions, and Regional Governments, while the innovations initiated by state-owned companies were excluded. Finally, the data were analyzed based on three keywords: innovators, innovation categories, and sectors. The results showed that based on innovators, the Provincial Government group is the most innovative agency, followed by the Ministry and the Municipal Government. In terms of innovation category, it was found that technological innovation dominated top public service innovation, followed by process innovation and product/service innovation. Finally, in the sector keywords, it can be seen that the health sector is leading the innovation creation, followed by the agriculture/plantation/livestock sector and the environment and forestry sector. Corporate Social Responsibility (CSR) is mandatory and every company is expected to fulfil this obligation. Generally, the company makes and implements its CSR program incidentally and eliminates obligations. Therefore, not all the benefits of CSR programs impact the community. One of the causes is the overlapping of activities between CSR and government programs. Thus, the Muara Enim Regency established a CSR forum as part of its strategies to reconcile these prevailing dilemmas. This study aims to describe the CSR forum of Muara Enim Regency and measure the impact of the CSR forum as a form of company participation in development. This study employed the before-after comparison method and post-test without a comparison group and baseline data. The results of the study analysis revealed that the CSR forum has become one of the new sources of funding for the development of the Muara Enim Regency. The records also showed that the planning and implementation of CSR programs are more targeted as they are carried out bottom-up according to community needs. Clearly, there is no overlapping of CSR programs/activities. Furthermore, the application of the strategy resulted to the increasing commitment with the local government units, private sector, and society. With all these indicators, the researchers therefore conclude that the strategy for establishing a CSR forum is an effective platform for the private sector to participate in development in Muara Enim Regency.
State Owned Enterprises (SOEs) have inspired the National Institute of Public Administration in designing and creating a corporate university for national civil service – the National Corporate University of ASN. This corporate university aims to accelerate the development of civil service competencies in line with national development goals. This university is different from general corporate universities that have been implemented in several government agencies as well as SOEs. Although details about the corporate university have been disseminated several times across various stakeholders, there are still misinterpretations regarding on it. This paper explains the urgency of having such a corporate university as an instrument in orchestrating the national strategy through competency development. A descriptive qualitative apprach was used and data were collected through discussions with experts and corporate practitioners, and through reviewing the literature related to the concept of corporate universities. It was found that the scope of this corporate university includes: National leadership development programs, cross-agency strategic competency development programs, and knowledge management and learning management systems that support implementation. The results of this study will be used as a reference in subjects related to corporate universities as well as for policy recommendations for corporate university practitioners.
