No limiar do processo de implantação do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) em todo o território nacional, uma questão impõe-se para aqueles que, como o autor desse estudo, estiveram relacionados de forma direta ao desenvolvimento do extinto Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF): afinal, o que representou, para as redes públicas educacionais, a implementação deste último nos cinco primeiros anos de sua vigência nacional? Tendo essa questão como norte, o presente artigo analisa os percursos de implantação e implemento do FUNDEF no contexto brasileiro e, com maior profundidade, no estado do Rio de Janeiro, privilegiando um recorte, até onde se percebeu, ainda pouco explorado, qual seja, a óptica dos municípios perdedores de recursos para o fundo, ou outsiders. Para tanto, parte-se do princípio de que o Estado brasileiro é, em sua essência, patrimonialista, estando comprometido, circunstancialmente, com a adoção de preceitos neoliberais a partir dos quais vem regulando a sociedade, por meio das políticas públicas, entre outros mecanismos. Tal combinação constituiria um dos fatores de seu posicionamento na periferia da ordem econômica globalizada, fazendo dele palco de acirradas contradições.
RESUMO O objetivo deste artigo é refletir, com base em números do Instituto PALAVRAS-CHAVEEDUCACIONAIS.
O artigo discute a situação e os direitos educacionais dos jovens privados de liberdade no Brasil, bem como os desafios para a legitimação do direito à educação nas prisões, tendo por base duas pesquisas realizadas pela Linha de Políticas Públicas do Programa de Pós-graduação em Educação da Universidade Federal do Estado do Rio de Janeiro – UNIRIO. A primeira é uma análise das demandas apresentadas na II Conferência Nacional de Juventude, ocorrida em Brasília, em dezembro de 2011, e a segunda, realizada em 2010, refere-se ao perfil dos estudantes do ProJovem Prisional no estado do Rio de Janeiro e no Acre. As trajetórias educacionais dos jovens, cotejadas com seu potencial conjunto de demandas em educação, explicitam o imenso desafio de integrar ações e construir um novo olhar sobre esses atores, na condição de jovens sujeitos de direitos. Nesse contexto, distintas configurações de políticas vêm buscando se estabelecer: por um lado, uma nova geração de programas de apoio; por outro, a necessidade de se responder às demandas desses sujeitos, trazendo-os à condição de interlocutores nas decisões que lhes dizem respeito, a fim de romper a invisibilidade a que vêm sendo historicamente submetidos.Palavras-chave: educação prisional; demandas juvenis; ProJovem Prisional.
Who are the victims of not abiding with the laws that determine the State’s offer of compulsory and free education to all young people from 15 to 17 years in Brazil? Starting with this question, based on Pnad/IBGE data from 2001 to 2015, this article delineates a brief profile of these individuals, whose contingent comprises more than 1.5 million young people. In absolute numbers, they belong to the poorest part of society, are predominantly blacks, and residents of urban areas of the Northeast and Southeast regions, especially in SP, MG and BA. In percentage terms, they are also the poorest and black, live in rural areas of the Northeast, Midwest and North, in the States of MS, RO and MT. Another finding of the survey indicates that neither the legislation requiring the mandatory bid of such young people nor the Fundeb implementation were able to accelerate the pace of growth of enrollments during the period. Despite this, there are important indicators of inclusion, clearly expressed by the incorporation of portions of the population historically more distant from school, such as the young people belonging to the poorest Brazilian population, race/color black and residents in rural areas.
