O artigo tem como objetivo principal comparar o desempenho da construção europeia e da norte-americana, tomadas como benchmarking internacional, em relação à situação brasileira, de modo a identificar possíveis ações que contribuam para diminuir as diferenças de desempenho. Descreve-se, de modo sucinto, como a Construção Civil brasileira se insere no contexto econômico do país e são discutidos quais os principais problemas enfrentados e os desafios futuros. Ao mesmo tempo, pretende iniciar a discussão acerca das possíveis soluções para estes problemas. É traçado, também, um breve panorama da Construção Civil na União Europeia, os desafios e problemas a serem enfrentados hoje e nos próximos anos. Apresentam-se, sucintamente, estudos que debatem tais problemas, apontando caminhos e possíveis soluções. Em relação aos EUA, procura-se caracterizar a atual situação da construção civil, tendo como premissa a mesma apresentação feita para o Brasil e a União Europeia. Portanto, busca-se proporcionar um nivelamento da situação, importância, problemas e possíveis soluções para a Construção Civil dentre os três países. Assim, é possível tecer comparações entre os três, permitindo opções para as situações onde a Construção Civil brasileira esteja em desvantagem frente aos EUA e à UE.
Resumo O presente artigo apresenta uma análise dos processos logísticos adotados em resposta a seis desastres naturais ocorridos entre 2000 e 2011: Moçambique (2000); Oceano Índico (2004); Paquistão (2005); Haiti (2010); Japão (2011), Brasil (2011). A seleção dos eventos estudados baseou-se na dimensão do seu impacto com relação ao número de fatalidades e ao número de pessoas atingidas. Através de uma análise realizada por meio de dados secundários, foram identificadas as melhores práticas, os problemas ocorridos e principais desafios destas operações humanitárias, de forma a identificar condições comuns aos cenários. Como resultado da análise, são propostas sugestões para aumentar a eficácia e o sucesso do processo logístico em outras operações de resposta humanitária. Este estudo contribui para a identificação de procedimentos que podem servir como base para o desenvolvimento de modelos para respostas mais eficazes em eventos similares.

The relevance of supply chain management (SCM) is being increasingly recognized in the construction industry. However, its implementation has been limited and is still challenging for researchers and practitioners. An adequate and systematic understanding of context-specific core concepts and practices are considered fundamental to foster its implementation. This paper aims to provide a holistic look into the existing research on elements underlying SCM in the construction industry. It adopts a systematic literature review method to examine almost two decades of publications and uses a comprehensive SCM framework to synthesize the findings. The results revealed a set of 19 core elements clustered in five subject areas (i.e., ‘strategic management’, ‘logistics’, ‘relationships’, ‘best practices’ and ‘organizational behavior’) that have a prominent role in construction SCM. Every core element was analyzed in detail and the results were discussed in the context of other evidence. This study produced the first comprehensive picture of the current state of knowledge, providing relevant contributions to enhance the understanding and implementation of SCM within the construction industry.
