<p>A presente pesquisa objetivou investigar a percepção dos auditados em relação às competências comportamentais dos auditores independentes. De natureza exploratória, o estudo foi realizado através da aplicação de questionário. Os resultados indicaram que a percepção dos auditados, para as vinte e uma competências investigadas variou entre média (mediana 3) e alta (mediana 4), com destaque para as competências “ambição” e “flexibilidade”, que obtiveram a mais alta e a mais baixa classificação, respectivamente. Além disso, foi observado que as competências “liderança”, “relacionamento interpessoal” e “lidar com pressão e situações tensas”, obtiveram alta classificação pelo grupo de respondentes cujo contato foi com o Auditor Sócio e, num outro extremo, baixa classificação, pelo grupo cujo contato foi com o Trainee/Assistente. Em geral, os resultados sugerem que, na percepção dos inquiridos, algumas competências podem obter alta ou baixa classificação, de acordo com a experiência dos auditores de contato.</p>
RESUMOO objetivo geral desta pesquisa foi descrever o estado da arte da asseguração externa dos relatórios de sustentabilidade das empresas que compõem o ISE 2016. Este trabalho caracteriza-se como descritivo, de caráter quali-quantitativo, mediante uma pesquisa documental, com dados secundários coletados dos relatórios de sustentabilidade e de asseguração externa. Das 35 empresas que compõem a amostra, 28 submeteram seus relatórios de sustentabilidade ao processo de asseguração externa. Os resultados desta pesquisa demostraram que, dos 16 setores distintos de atuação, 61% das empresas atuam em setores regulados, e 58,3% pertencem ao nível de governança Novo Mercado. No entanto, o teste exato de Fisher, em nível de significância de 5%, não suportou a hipótese de que os setores regulados e o segmento do Novo Mercado estariam associados à opção das empresas em assegurar os seus relatórios de sustentabilidade. Quanto aos tipos de relatórios, observou-se a predominância do GRI em 97,14% dos relatórios de sustentabilidade analisados, e ainda uma forte tendência das empresas em divulgar, de forma integrada, as informações de natureza financeiras e não financeiras. Dentre os normativos utilizados pelas prestadoras de garantia, a norma de auditoria contábil NBC TO 3000 (CFC) esteve presente em 71,43% dos trabalhos realizados. Ressalta-se que 82,1% dos trabalhos de asseguração foram feitos por empresas de auditoria independente, o que reforça o know-how por parte das empresas de auditoria contábil neste segmento.Palavras-chave: Asseguração; Relatórios de sustentabilidade; Sustentabilidade empresarial. THE STATE OF THE ART OF SUSTAINABILITY REPORTING ASSURANCE: A STUDY OF BUSINESS SUSTAINABILITY INDEX (ISE) 2016 ABSTRACTThe objective of this paper was to describe the state of the art external assurance of sustainability reports of ISE 2016 companies. This work was characterized as descriptive, and of a qualitative/quantitative nature. We proceeded to a documentary research, with secondary data collected from the sustainability and external assurance reports. Of the 35 companies in the sample, 28 submitted their sustainability reports to the external assurance process. The results of the study indicated that of the 16 different areas of activity 61% of companies operating in regulated industries, and 58,3% of the companies in this sample are from the Novo Mercado governance level. However, Fisher's exact test (significance level of 5%) did not support the hypothesis that regulated sectors and the Novo Mercado segment are associated with the choice of companies to assure their sustainability reports. As for of kinds of reports, there was a predominance of GRI in 97, 14% of sustainability reports analyzed, and also a strong tendency of companies to disclose the integration between financial and non-financial information. RESUMOTem-se como objetivo neste trabalho a construção nos pesquisadores, segundo seu entendimento, do conhecimento de quais são os artigos, autores, periódicos e palavras-chave que mais se destacam no tema de Auditoria Governamental na literatura internacional. Para a consecução da pesquisa, utilizou-se o ProKnow-C, de maneira adaptada, como instrumento de intervenção. Os resultados apontam que os periódicos mais relevantes para a pesquisa são o Critical Perspectives on Accounting e o Accounting, Organizations and Society. O periódico Jornal of Political Economy possui maior fator de impacto. A palavra-chave mais encontrada é 'auditing'. Os trabalhos com maior reconhecimento no portfólio e dentre as referências são Olken (2005) e Radcliffe (2008), os quais, respectivamente, estudaram que a realização de auditorias diminui a corrupção, e que os auditores públicos evitam abordar certos assuntos para se adequarem ao discurso dominante. Os autores de destaque entre o portfólio e referências são Radcliffe, Santiso e Schelker.
A Lei de Responsabilidade Fiscal - LRF exige a inclusão de normas para controle de custos nas Leis de Diretrizes Orçamentárias - LDO's dos entes, bem como a adoção de sistemas de custos para o acompanhamento da gestão pública. Neste sentido, objetiva-se verificar a adoção de controles de custos pelas administrações dos municípios catarinenses com mais de 50.000 habitantes. Em seus objetivos, a pesquisa é um levantamento descritivo e, em sua problemática, a abordagem é qualitativa-quantitativa. Compara-se as informações obtidas na análise de conteúdo das LDO's de 19 municípios com as informações coletadas em questionários respondidos pelos contadores destas prefeituras. Como resultado, verifica-se que 26% das prefeituras adotam controles de custos e nas LDO's há a exigência de adoção deste tipo de controle em 47% dos municípios. Identifica-se, portanto, incoerências sobre a adoção de controles de custos nos municípios e pouca interação das áreas de planejamento e contabilidade.
