Resumo: O presente artigo visa avaliar os impactos da implantação do terminal intermodal da Ferronorte que liga Santa Fé do Sul, em São Paulo, a Rondonópolis, no sudeste de Mato Grosso. O terminal poderá se tornar a principal via de escoamento da produção de grãos do Estado ao porto de Santos/SP, com funcionamento iniciado em setembro de 2013. No artigo, descreve-se o processo operacional do terminal, incluindo armazenagem, pesagem, tombamento, classificação, recepção e estacionamento de caminhões, carregamento e expedição, entre outros. Em seguida, efetua-se a avaliação do cenário econômico de Rondonópolis e da evolução da produção agrícola de Mato Grosso. Após faz-se a avaliação econômica do empreendimento focando os efeitos para a geração do produto adicionado fiscal ao município de Rondonópolis. Desenvolve-se a análise a partir de um cenário de tendência central em que 60% da produção exportada com destino a Santos seriam escoados via ferrovia. A variável que distingue os dois cenários é a previsão quanto à capacidade de tráfego de caminhões ao longo do trecho da BR-163 entre a área urbana de Rondonópolis e o sítio do terminal. Palavras-chave: terminal intermodal, logística, agronegócio, desenvolvimento regional Abstract: The paper aims to assess the consequences of the Ferronorte intermodal terminal that links Santa Fé do Sul in São Paulo to Rondononópolis in the Southeast of Mato Grosso. The terminal is to become the main route to deliver grains to the port of Santos/SP, and it is due to be operational in September 2013. The paper describes the terminal's operational flow of production: warehousing, truck unloading, classification, reception, truck parking, and train loadings. The assessment of the economic situation of the Rondonopolis region is performed as well together with the analysis of the performance of the agriculture production in Mato Grosso. Next an economic feasibility study of the project is developed in regard to the effects the terminal to the fiscal value added generated to the city of Rondonopolis. That study is based on an outlook in which 60% of the production is delivered from it. The variable that distinguishes both projections is the foreseeable traffic flow capacity of the BR 163 highway along the urban area of Rondonopolis to the intermodal terminal.
In search of sustainability, new patterns for production or consumption have been created in opposition to conventional products, such as biological inputs or "bioinputs". They are products, processes or technologies of animal, plant or microbial origin which can positively affect agricultural production. The adherence of rural producers to sustainable and economic agricultural practices, which use bioinputs, is growing in Brazil. They have been encouraged to adopt these products because of the existence of the National Bioinputs Program, created in 2020. The results show that several benefits have been associated with their use. However, inadequate handling can bring negative externalities that could be avoided. It requires an institutional framework to guide the country's production and use of bioinputs. This article proposes a new institutional framework based on ecological economics and institutionalism, considering Brazil's sociopolitical and environmental situation.
RESUMOO presente artigo busca analisar a evolução do Programa de Subvenção do Prêmio do Seguro Rural ao longo do período de 2006 a 2010. Realizou-se uma revisão da literatura sobre os fundamentos da operação da indústria de seguros, com ênfase ao seguro rural. Desenvolveuse uma síntese de experiências internacionais com o seguro rural: Estados Unidos, Canadá e União Europeia; posteriormente, relatou-se a política agropecuária de seguro rural do Brasil. Utilizaram-se os dados estatísticos dos Censos do Seguro Rural, compilados pelo MAPAMinistério da Agricultura, Pecuária e Abastecimento com o objetivo de avaliar-se o programa ao longo de sua operacionalização. Identificou-se que o programa apesar de benéfico à estabilização da renda do produtor rural, ainda possui pequeno escopo de atuação frente ao total da produção agropecuária nacional. Complementarmente, os recursos federais disponibilizados precisam ser incrementados para que se alcancem taxas representativas de áreas seguradas. Por fim, indica-se a necessidade de expansão do programa especialmente orientada a médios e pequenos produtores. Palavras-chave: seguro rural, garantia de renda, política agropecuária ABSTRACT The paper aims to investigate the Brazilian Rural Insurance Program performance from 2006 to 2010. It was performed a literature review on the operational basic underpins of the insurance industry with focus to rural insurance. Also it was developed a summary on international rural insurance cases: United States, Canada, and European Union; following that it was studied the Brazilian agricultural policy with regard to rural insurance. The data was based on the Rural Insurance Census produced by MAPA -Agriculture, Livestock and Supply Office in order to assess the performance of the rural insurance program. The analysis pointed out that the Brazilian rural insurance program, despite its stabilization effect over rural incomes, still has small impact on the entire Brazilian crops production. Also, federal budget funds available must be improved in order to increase the percentage of insured crop areas. Finally, it was perceived the necessity to add into the program targeted to small and mid size producers.
