e increase of the quality of life of the contemporary Man also leads to the increase of the generation of energy. Many alternative sources of energy have been explored, but coal is still an important input, contributing around 29% of the world's energy matrix, despite environmental controversies about its use. Its burning in thermal plants generates the solid bottom ash residue, a material with little application and with potential to generate environmental damages in the places where they accumulate. e Southern Region of Brazil is a region producing coal and the bottom ash generated in its burning is not being used, generating a large environmental liability in the courtyard of the companies producing the input. e present study developed with the cited residue had as objective to defi ne a technological product for its application in the construction of highways and to fi nd a way for the economic and environmental use of the bottom ash. As the authors consider that the goal was achieved, they understand that the importance of the present study is centered in this fact. A product with 87% bottom ash, 5% fl y ash and 8% Portland cement was developed, with adequate mechanical resistance to its application on base and sub-base of road pavement, proving itself a commercial and environmentally sustainable alternative for the use of the residue. Leaching and solubilization tests indicated that the product is chemically inert according to Brazilian environmental standards.
Desde 2012 o Departamento Nacional de Infraestrutura de Transportes (DNIT) vem utilizando o Regime Diferenciado de Contratação (RDC) e pesquisas estão sendo realizadas para verificar a efetividade dos seus objetivos. A proposta deste artigo consiste na avaliação das contribuições relacionadas à eficiência na aplicação do RDC nas obras de infraestrutura de transportes do DNIT. Para tanto, foram verificados prazos de licitações, descontos ofertados e o número de concorrentes de 91 lotes de obras de RDC, cujos editais de licitação foram divulgados no período de 2015 a 2017, nas diversas unidades regionais do DNIT e na sua sede em Brasília. Ao comparar os valores obtidos com os encontrados na bibliografia, observa-se que nas licitações de RDC houve uma redução nos prazos médios dos certames e um aumento no desconto médio ofertado, sendo mais evidente quando os orçamentos não são sigilosos. Os resultados da pesquisa contribuem como referência aos legisladores que pretendem aprimorar ou popularizar o RDC, bem como aos gestores do DNIT na condução dos processos licitatórios.
Os pavimentos representam um valioso patrimônio, cuja manutenção adequada é essencial para a sua preservação. As ações de manutenção de rodovias visam oferecer ao usuário um tráfego econômico, confortável e seguro. Em 2017, cerca de 50% das rodovias apresentaram alguma deficiência no pavimento. São constantes as cobranças por um planejamento dinâmico que resulte num instrumento confiável para definir as ações de manutenção. Preocupado em identificar os investimentos capazes de gerar o maior retorno para os escassos recursos, o Departamento Nacional de Infraestrutura de Transportes (DNIT) decidiu pela implantação do Sistema de Gerência de Pavimentos (SGP), visando tomadas de decisões mais racionais para a melhor distribuição dos recursos disponíveis e atender as necessidades dos usuários com uma melhor relação custo-benefício. Neste cenário, é de suma relevância uma pesquisa que verifique como são aplicados os recursos financeiros na manutenção de rodovias. Desta forma, mediante a análise contratual dos investimentos aplicados na manutenção rodoviária da região Sul do Brasil, constatou-se a necessidade de aprimorar a gestão para o setor, tornando indispensável otimizar a aplicação do SGP. A análise concentrou-se na comparação dos custos contratuais por quilômetro com os custos médios gerenciais e na verificação do comportamento estatístico destes custos, tanto em trecho isolado como em trechos coincidentes. Os resultados sinalizam em menor ou maior grau, variando em função do tipo de contrato e Estado, para a deficiência na gestão mais precisamente nas etapas de avaliação e controle do processo de manutenção, conduzindo ao consumo inadequado de recursos públicos.
