O programa Cultura Viva constituiu-se como uma experiência inovadora na política cultural brasileira ao fomentar segmentos historicamente marginalizados por meio do apoio aos Pontos de Cultura. No entanto, sua implementação encontrou entraves jurídicos e administrativos que acabaram por se refletir na prestação de contas das instituições beneficiadas. Buscando contribuir com o aprimoramento do programa, realizamos um diagnóstico destes entraves e, por meio da experiência dos Pontos de Cultura do estado de São Paulo, verificamos que a estrutura administrativa das instituições e sua experiência na gestão de recursos públicos não representam fatores relevantes para a existência ou não de problemas na prestação de contas, sendo definidores o formato da prestação de contas, a capacitação recebida e a comunicação com os órgãos gestores da política. Desmistificando o discurso de que o problema deve ser atribuído à incapacidade administrativa dos Pontos de Cultura, apontamos para a necessidade de revisão dos instrumentos reguladores do programa e, mais amplamente, das políticas assentadas sobre a parceria do Estado com instituições da sociedade civil.
Os arquivos podem contribuir para a ampliação do acesso à cultura por meio do uso das tecnologias da informação e comunicação (TIC), sobretudo pela oferta de bens culturais na Internet. A pesquisa TIC Cultura, realizada pelo Comitê Gestor da Internet no Brasil (CGI.br) por meio do Centro Regional de Estudos para o Desenvolvimento da Sociedade da Informação (Cetic.br), do Núcleo de Informação e Coordenação do Ponto BR (NIC.br), analisa a infraestrutura e os usos dessas tecnologias por equipamentos culturais brasileiros. O artigo apresenta os resultados do estudo para o caso específico dos arquivos, com foco, em especial, nos indicadores sobre a apropriação das TIC para a criação de acervos digitais e sua disponibilização na Internet. Os dados revelam ser este um potencial ainda pouco explorado por estas instituições, que poderia ser mais bem aproveitado com o desenvolvimento de políticas públicas para investimento e capacitação para a digitalização de acervos.
