O objetivo desse artigo é apresentar as políticas públicas relacionadas a turismo e viagens que têm sido desenvolvidas no país, principalmente no estado de São Paulo, para reduzir o contágio e minimizar os impactos da pandemia da Covid-19. A metodologia utilizada é a combinação da pesquisa bibliográfica e documental, com a utilização da análise de conteúdo de documentos, tais como legislações, manuais e documentos publicados pelo governo federal, estadual e municipal em São Paulo, além daqueles produzidos por instituições econômicas e da área de turismo. Como resultado, pode-se identificar um impacto econômico representativo com a queda no fluxo de turistas, redução na movimentação de aeroportos e de rodoviárias, assim como cancelamento e adiamento de viagens, feiras e eventos. Dentre as políticas públicas desenvolvidas estão principalmente aquelas com orientações de como lidar com a pandemia, a implantação de quarentena, o isolamento social, os programas de subsídio à população e de crédito à s pequenas e médias empresas, sendo o desafio pensar em políticas coordenadas e integradas com as diferentes esferas de governo, pensadas em curto, longo e médio prazo.
O presente artigo visa a analisar os Clubes da Comunidade (CDCs), como opção de lazer na cidade de São Paulo. Realiza um comparativo das gestões baseado em três modelos: o Clube da Comunidade, de administração privada e local e com baixa ou nula intervenção estatal; O Programa Clube Escola, oriundo do Clube da Comunidade, que recebe subsídios públicos e intervenção parcial do Estado em sua gestão; O Parque urbano, que consiste na transformação de um Clube da Comunidade em um parque urbano de administração integralmente estatal. Para tanto, foram utilizados como métodos de investigação a pesquisa bibliográfica e de material midiático, entrevistas com gestores e análise observacional, com o propósito de contextualizar a realidade destes espaços e avaliar os tipos de gestões para revelar o modelo que conquista melhores resultados como espaço de lazer democrático. As conclusões indicam a importância da participação política das comunidades locais para o desenvolvimento da gestão destes clubes como efetivos espaços de lazer.
