Discourse on gender phenomena has always been an interesting topic. Various social studies are used to respond to gender phenomena and realities in society. The women's movement is expected to create a new awareness of gender equality that can lead to just social relationships. This article is based on research results that reveal the process of social cohesion among women's activist groups in Surabaya, especially on the issues raised in building an identity in a collective movement. According to Durkheim, collective identity is an important factor in developing the function of social integration. It can be seen from the collective activities that develop in groups. To understand the collective activities of the women's movement, it is important to know the main issues that they make reference to on the move. This is the main focus that will be stated in this article
Pengarusutamaan Gender (PUG) merupakan strategi pemerintah untuk memastikan laki-laki dan perempuan memperoleh akses, partisipasi, kontrol dan manfaat yang adil dalam pembanguan. Meskipun di Kabupaten Pandeglang kebijakan PUG sudah lama digaungkan, namun Indeks Pembangunan Gender (IPG) di Kabupaten Pandeglang masih di bawah rata-rata provinsi dan nasional. Penelitian ini akan menggambarkan bagaimana implementasi PUG dalam pembangunan di Kabupaten Pandeglang menggunakan alat analisa model implementasi kebijakan Van Metter dan Van Horn dengan metode penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi PUG dalam pembangunan di Kabupaten Pandeglang belum berjalan dengan optimal. Ketersediaan sumberdaya manusia dan finansial yang belum memadai, OPD yang kurang partisipastif dan disiplin melakukan Perencanaan Penganggaran Responsif Gender (PPRG), kurangnya sosialisasi dan koordinasi antar pelaksana serta lingkungan ekonomi dan sosial masih menjadi hambatan pelaksanaan PUG di Kabupaten Pandeglang sehingga menjadikan pembangunannya belum responsif gender.
Governance has become a mainstream since the 1990s, which is widely accepted as rapid as the unstoppable democratization and globalization all around the world, including Indonesia. Although it has been formally adopted since the 1998's national reforms, new values in the governance paradigm are still not effectively internalized in the practice of governance in Indonesia, especially in Banten Province. A number of pathological symptoms in the praxis of local governance indicates not only the ineffective government but also the poor governance. Based on the background above, this study aims to explore qualitatively about the praxis of local governance in Banten Province, which is analyzed within the framework of Rondinelli and Cheema (2007), which focused on the interaction between local governance actors namely: regional government elites, private sector, and civil society. This research has exploratively succeeded in uncovering the pseudo-governance praxis, which is characterized by the lack of transparency, accountability, participation, public trust, and respect for democratic processes; the local leadership malfuction, the dominant role of the private sector in politics and government; and interactions among governance actors which appear to work normally, but are actually corrupted by various forms of structured and systematic penetration. Recruitment of democratic and accountable politics, the presence of an effective control system, and effective and nondiscriminatory law enforcement are essential preconditions to realize authentic democratic governance, not a pseudogovernance which is so manipulative that distort the effectiveness of local government and development as well as people's welfare.
