O texto propõe uma revisão do debate antropológico sobre a moeda, permitindo escapar ao reducionismo economicista que a identifica com a ideia de neutralidade. Com esta ampliação do olhar sobre a moeda, discute-se o uso de moedas sociais nas práticas dos Bancos Comunitários de Desenvolvimento no Brasil. O intuito é refletir sobre a experiência do BCD Ilhamar e da moeda social Concha, implementados, desde 2007, na comunidade Matarandiba, no município de Vera Cruz, na Bahia. As reflexões baseadas nesta experiência permitiram identificar alguns desafios como a construção da confiança por parte dos próprios moradores no sistema de moeda social local; a capacidade de manter níveis elevados de coesão social na comunidade; o nível de organização já existente na comunidade, o que pode ser útil a outras experiências do uso de moedas sociais.
ResumoEste trabalho apresenta e discute a realidade do conjunto dos Bancos Comunitários de Desenvolvimento (BCDs) da Região Nordeste do Brasil, no âmbito da política pública de finanças solidárias que se delineia. Além disso, procuramos demonstrar como essas iniciativas de microfinanças são capazes de alcançar os mais pobres. A metodologia consistiu em um levantamento-diagnóstico em 26 BCDs desta Região, de julho a setembro de 2012. Os resultados afirmam os BCDs como tecnologias sociais adequadas a uma política pública de finanças solidárias que pretende atingir as pessoas mais pobres. Suas estruturas coletivas de gestão e a metodologia de concessão e cobrança de empréstimos baseadas nas relações de proximidade, parecem mais adequadas para a transposição das barreiras formais e institucionais que os bancos tradicionais colocam no tocante à concessão de crédito para a
O presente trabalho tem como objetivo apresentar uma perspectiva de incubação de empreendimentos de finanças solidárias com base na metodologia de Bancos Comunitários de Desenvolvimento (BCDs), a partir da experiência realizada pela Incubadora Tecnológica de Economia Solidária da Universidade Federal de Alagoas (ITES/UFAL), Campus Arapiraca na cidade de Igaci, estado de Alagoas, em que foi realizado o trabalho de incubação do Banco Comunitário Olhos D’Água. A metodologia consiste na análise do caso em questão, visando proporcionar uma visão detalhada do Banco Comunitário Olhos D’água, permitindo uma investigação empírica dentro de seu contexto real. A metodologia adotada, também, está sintonizada com uma perspectiva teórica da gestão coletiva dos bens comuns de Ostrom (2000). Busca-se demonstrar um conjunto de princípios e métodos úteis à avaliação e incubação de iniciativas de finanças solidárias, de um modo geral, e dos bancos comunitários em particular. Ademais, o intuito é contribuir com o debate acadêmico pelo exame dos desafios associado à prática de incubação em economia solidária.
