En este artículo se analiza el desarrollo de las industrias biofarmacéuticas de Argentina y Brasil recuperando críticamente el conjunto de ideas y recomendaciones impulsadas por la CEPAL bajo el predominio de la escuela neoestructuralista. Se muestra que en ambos países las políticas impulsadas en este campo han asumido un esquema de colaboración entre el sector público y el sector privado, siendo en general el estado el garante del financiamiento y de la capacidad de investigación, y el sector empresario el responsable de la producción y la comercialización. Sobre esta base se abren una serie de interrogantes en un contexto que brinda oportunidades para profundizar políticas conjuntas e impulsar las relaciones comerciales entre ambos países y con el resto de América Latina
La investigación analizó la participación del Fondo Especial de Tabaco (FET) sobre sobre el valor de acopio como forma de estudiar su incidencia sobre los ingresos de los productores e inferir su vínculo con la proporción apropiada por los acopiadores al compararla con un precio teórico de competencia. De la investigación surgió que los aportes del FET crecieron de 90% a 260% sobre el valor de acopio, exhibiendo una creciente incidencia del mismo en la subsistencia de los productores. El trabajo se basó en un estudio de caso, situado en laprovincia de Misiones (Argentina) durante el período 2010-2018.
